Abstract
Perubahan iklim mendorong perlunya penguatan kebijakan mitigasi emisi gas rumah kaca, khususnya pada subsektor pembangkit listrik sebagai bagian penting sistem energi Indonesia. Evaluasi efektivitas kebijakan karbon didominasi pendekatan ekonometrika dan analisis ex post yang terbatas dalam menggambarkan mekanisme umpan balik, penundaan waktu, serta interaksi nonlinier dalam sistem ketenagalistrikan. Penelitian ini bertujuan mengembangkan model sistem dinamik untuk mensimulasikan dampak kebijakan karbon terhadap emisi GRK subsektor pembangkit listrik, mengevaluasi efektivitas kebijakan karbon yang berjalan, serta merumuskan rekomendasi kebijakan berdasarkan hasil simulasi dan pembelajaran dari negara lain. Penelitian menggunakan pendekatan sistem dinamik melalui penyusunan Causal Loop Diagram dan Stock and Flow Diagram dengan bantuan perangkat lunak Vensim. Simulasi dilakukan melalui tiga skenario, yaitu skenario baseline, skenario target jangka menengah tahun 2030, dan skenario target jangka panjang menuju Net Zero Emission (NZE) tahun 2060. Hasil simulasi menunjukkan bahwa pada skenario baseline emisi terus meningkat karena belum terdapat tekanan kebijakan karbon yang memadai. Pada skenario tahun 2030, kebijakan karbon mampu menurunkan emisi menjadi 196,42 MtCO₂, lebih rendah dari target 250 MtCO₂. Namun, pada skenario tahun 2060 masih terdapat emisi sebesar 127 MtCO₂e sehingga target NZE belum sepenuhnya tercapai.Analisis SWOT terhadap pembelajaran kebijakan karbon di Jerman, Inggris Raya, Norwegia, dan Tiongkok menunjukkan bahwa efektivitas kebijakan dipengaruhi oleh konsistensi desain instrumen, tata kelola, kesiapan sistem energi, dan dukungan pembiayaan transisi. Oleh karena itu, arah kebijakan karbon di Indonesia perlu difokuskan pada penguatan instrumen karbon secara bertahap yang terintegrasi dengan transisi energi, dengan mempertimbangkan kesiapan istem ketenagalistrikan nasional agar penurunan emisi dapat berlangsung secara konsisten dan berkelanjutan.

Climate change has increased the need to strengthen greenhouse gas (GHG) emission mitigation policies, particularly in the electricity generation subsector, which remains a critical component of Indonesia's energy system. Evaluations of carbon policy effectiveness have largely relied on econometric approaches and ex post analyses, which are limited in capturing feedback mechanisms, time delays, and nonlinear interactions within the electricity system. This study aims to develop a system dynamics model to simulate the impacts of carbon policies on GHG emissions in Indonesia's electricity generation subsector, evaluate the effectiveness of existing carbon policies, and formulate policy recommendations based on simulation results and lessons learned from other countries. The study employs a system dynamics approach through the development of a Causal Loop Diagram (CLD) and a Stock and Flow Diagram (SFD) using Vensim software.The simulation was conducted under three scenarios: a baseline scenario, a medium-term target scenario for 2030, and a long-term scenario toward Net Zero Emissions (NZE) by 2060. The simulation results indicate that, under the baseline scenario, GHG emissions continue to increase due to insufficient carbon policy intervention. Reducing emissions to $196.42\text{ MtCO}_2$, below the policy target of $250\text{ MtCO}_2$. However, in the 2060 scenario, residual emissions of $127\text{ MtCO}_2\text{e}$ remain, indicating that the NZE target has not yet been fully achieved.A SWOT analysis of carbon policy experiences in Germany, the United Kingdom, Norway, and China indicates that policy effectiveness is influenced by the consistency of policy instrument design, governance capacity, energy system readiness, and the availability of transition finance. Therefore, Indonesia's carbon policy should prioritize the gradual strengthening of carbon policy instruments integrated with the national energy transition while considering the readiness of the electricity system to ensure consistent and sustainable emission reductions.
