Abstract
Lindi dari Tempat Pemrosesan Akhir (TPA) berpotensi mencemari tanah dan air. Kinerja Instalasi Pengolahan Lindi (IPL) perlu dievaluasi untuk menjamin kualitas efluen. IPL TPA Banjardowo Kabupaten Jombang berkapasitas 300 m³/hari. Pemantauan tahun 2025 menunjukkan parameter Total Nitrogen efluen masih melampaui baku mutu. Penelitian ini bertujuan mengevaluasi IPL berdasarkan aspek teknis, operasional, finansial, serta menyusun strategi perbaikannya.
Penelitian ini menggunakan pendekatan mixed methods dengan studi kasus di IPL TPA Banjardowo. Data diperoleh melalui observasi lapangan, pengukuran unit, kajian dokumen teknis-operasional, kuesioner, dan pengambilan sampel lindi. Evaluasi teknis membandingkan kondisi eksisting unit terhadap kriteria desain serta menghitung efisiensi penyisihan polutan. Evaluasi operasional menilai kondisi fisik, operasional harian, pemeliharaan, monitoring, dan kompetensi SDM. Evaluasi finansial menggunakan metode Monthly Processing Fee (MPF) dan Net Present Value (NPV). Strategi perbaikan disusun menggunakan analisis SWOT.
Hasil evaluasi teknis menunjukkan bahwa kolam anaerobik belum memenuhi kriteria desain pada parameter BOD loading rate. Biofilter anaerobik belum optimal dengan volume media hanya 32% dari volume reaktor. Unit denitrifikasi belum memenuhi kriteria pada parameter DO dan MLSS. Unit nitrifikasi 1 dan 2 memiliki HRT, ammonia loading, kadar DO, dan kadar MLSS yang tidak sesuai dengan kriteria. Selain itu, HRT pada unit constructed wetland belum memenuhi kriteria desain. Efisiensi penyisihan pada musim kemarau mencapai 59% (BOD), 58% (COD), 98% (TSS), dan 17% (Total Nitrogen), dengan kadar Total Nitrogen efluen sebesar 281 mg/L yang masih melampaui baku mutu. Efisiensi penyisihan musim hujan meningkat menjadi 71%, 86%, 99%, dan 99%. Seluruh parameter memenuhi baku mutu pada musim hujan. Evaluasi operasional menunjukkan indikator perawatan dan pemeliharaan, kondisi fisik, serta operasional harian masing-masing sebesar 46,3%, 52,0%, dan 58,6% yang masih berstatus cukup. Evaluasi finansial menghasilkan MPF sebesar Rp196.880.117,32 per bulan dan NPV 10 tahun sebesar -Rp15.319.922.222,52, artinya proyek IPL belum layak secara finansial. Hasil analisis SWOT berada pada kuadran III turn-around (W-O) koordinat (-0,17; 0,20). Strategi prioritas meliputi perbaikan aerator & optimasi nitrifikasi–denitrifikasi, pelatihan SDM & penerapan SOP preventif, rehabilitasi wetland & sistem monitoring, serta transformasi kelembagaan menjadi BLUD disertai diversifikasi pembiayaan untuk meningkatkan kinerja IPL.

Leachate from landfills (TPA) has the potential to contaminate soil and water. Therefore, the performance of a Leachate Treatment Plant (LTP) must be evaluated to ensure effluent quality. The Banjardowo Landfill LTP in Jombang Regency has a treatment capacity of 300 m³/day. Monitoring conducted in 2025 indicated that the Total Nitrogen concentration in the effluent still exceeded the regulatory standard. This study evaluated the technical, operational, and financial performance of the LTP and formulated improvement strategies.
This study used a mixed-methods approach with a case study at the Banjardowo Landfill LTP. Data were collected through field observations, unit measurements, technical and operational document reviews, questionnaires, and leachate sampling. The technical evaluation compared the existing unit conditions with design criteria and assessed pollutant removal efficiencies. Operational performance was evaluated based on physical condition, daily operation, maintenance, monitoring, and personnel competency. Financial feasibility was analyzed using the Monthly Processing Fee (MPF) and Net Present Value (NPV) methods. Improvement strategies were developed using SWOT analysis.
The technical evaluation showed that the anaerobic pond did not meet the design criterion for BOD loading rate, while the anaerobic biofilter was suboptimal because the media occupied only 32% of the reactor volume. The denitrification unit failed to meet the design criteria for DO and MLSS. Nitrification Units 1 and 2 exhibited non-compliant HRT, ammonia loading, DO, and MLSS. In addition, the HRT of the constructed wetland exceeded the design criterion. During the dry season, removal efficiencies reached 59% for BOD, 58% for COD, 98% for TSS, and 17% for Total Nitrogen, with an effluent Total Nitrogen concentration of 281 mg/L, exceeding the regulatory limit. During the rainy season, removal efficiencies increased to 71%, 86%, 99%, and 99%, respectively, and all effluent parameters complied with the applicable standards. Operational evaluation indicated that maintenance, physical condition, and daily operation achieved performance indices of 46.3%, 52.0%, and 58.6%, respectively, indicating moderate performance. Financial evaluation resulted in an MPF of IDR 196,880,117.32 per month and a 10-year NPV of −IDR 15,319,922,222.52, indicating that the project is not financially feasible. SWOT analysis placed the LTP in Quadrant III (turn-around strategy) with coordinates of (−0.17, 0.20). The priority improvement strategies include repairing the aeration system and optimizing nitrification–denitrification processes, strengthening human resource capacity through training and preventive SOP implementation, rehabilitating the constructed wetland and monitoring system, and transforming the institutional management into a Regional Public Service Agency (BLUD) supported by diversified financing schemes to improve LTP performance.
