Abstract
Pneumatic rubber fender (PRF) berfungsi sebagai bantalan pengaman pada operasi ship to ship (STS) untuk mencegah benturan antar kapal yang dapat menyebabkan kerusakan lambung, kebocoran muatan, hingga risiko kebakaran. Pada operasi kelautan di Area Sumatera Bagian Selatan, PRF digunakan untuk mendukung layanan kapal berukuran Very Large Crude Carrier (VLCC), terutama di Teluk Semangka dan Muntok. Seiring tingginya frekuensi operasi, PRF memerlukan perawatan yang tepat agar kinerjanya tetap optimal. Oleh karena itu, diperlukan pemilihan metode perbaikan yang tepat guna menghindari penurunan kualitas, downtime operasional, dan pembengkakan biaya. Penelitian ini bertujuan menentukan metode perbaikan PRF yang paling sesuai dengan kebutuhan, mempertimbangkan dan menghitung parameter yang tersedia, serta menganalisis kelayakan investasi perawatannya. Metodologi yang digunakan meliputi penentuan peringkat alternatif metode perbaikan menggunakan metode Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), serta analisis kelayakan investasi dengan metode Net Present Value (NPV), Internal Rate of Return (IRR), Payback Period (PP), dan Profitability Index (PI). Hasil penelitian menunjukkan bahwa diperoleh alternatif metode perbaikan yang menjadi prioritas berdasarkan kriteria teknis dan ekonomi, serta diketahui tingkat kelayakan investasi perawatan PRF dalam mendukung efektivitas biaya dan keandalan operasi STS di lingkungan Pertamina Grup. Selain itu, hasil analisis memberikan rekomendasi metode perawatan swadana yang optimal untuk meningkatkan efisiensi operasional, meminimalkan potensi gangguan pada sistem STS, serta dinilai layak dari aspek investasi.

Pneumatic Rubber Fenders (PRFs) function as protective buffers in ship-to-ship (STS) operations to prevent vessel collisions that could lead to hull damage, cargo leakage, and fire hazards. In marine operations within the South Sumatra Area, PRFs are utilized to support Very Large Crude Carrier (VLCC) services, particularly in Teluk Semangka and Muntok. Due to the high frequency of operations, proper maintenance of PRFs is required to ensure optimal performance. Therefore, selecting the appropriate repair method is essential to avoid quality degradation, operational downtime, and cost escalation. This study aims to determine the most suitable PRF repair method based on operational needs, evaluate and calculate the available parameters, and analyze the feasibility of maintenance investments. The research methodology includes ranking repair method alternatives using the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS), followed by investment feasibility analysis using Net Present Value (NPV), Internal Rate of Return (IRR), Payback Period (PP), and Profitability Index (PI). The results indicate that the most prioritized repair method alternatives were identified based on technical and economic criteria, and that PRF maintenance investments are feasible in supporting the cost-effectiveness and reliability of STS operations within the Pertamina Group. Furthermore, the analysis provides recommendations for an optimal self-financed maintenance method to improve operational efficiency, minimize potential disruptions to the STS system, and ensure investment feasibility.
