Abstract
Transformasi digital administrasi pendidikan mendorong modernisasi tata kelola ijazah melalui sistem e-Ijazah berbasis web. Pada SMK di bawah Cabang Dinas Pendidikan Wilayah Bojonegoro, implementasi e-Ijazah pada fase awal masih menghadapi tantangan berupa alur verifikasi berjenjang, kesenjangan kapasitas digital antarsekolah, keterbatasan infrastruktur, serta kebutuhan penguatan kualitas data dan kepatuhan prosedur. Penelitian ini bertujuan mengembangkan Digital Maturity Model (DMM) berbasis Data Governance & Compliance untuk menganalisis kesiapan digital implementasi e-Ijazah, memetakan gap implementasi, dan merumuskan rekomendasi strategis. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus melalui wawancara semi-terstruktur, studi dokumen, observasi terbatas, dan rekap progres implementasi. Data dianalisis secara tematik dengan bantuan ATLAS.ti dan dipetakan ke dalam enam dimensi DMM, yaitu Strategy, Organisation, Culture, People, Technology, dan Customer, serta elemen Data Governance & Compliance. Hasil penelitian menunjukkan bahwa implementasi e-Ijazah telah memiliki
kesiapan operasional, namun belum sepenuhnya merata karena masih terdapat gap pada validasi data awal, konsistensi prosedur, kapasitas SDM, stabilitas akses, dokumentasi koreksi, audit trail, kontrol akses, dan layanan pengguna. Nilai tambah penelitian ini terletak pada pengembangan DMM dengan menambahkan Data Governance & Compliance sebagai elemen ke-7 untuk menganalisis kesiapan digital layanan dokumen resmi pendidikan. Penelitian ini menghasilkan profil kesiapan, gap implementasi, dan rekomendasi strategis untuk penguatan SOP, koordinasi, kapasitas digital, serta tata kelola data e-Ijazah.

Digital transformation in educational administration has encouraged the modernization of diploma governance through a web-based e-Ijazah system. In vocational high schools under the Bojonegoro Regional Education Office, the early implementation of e-Ijazah still faces challenges related to layered verification workflows, uneven digital capacity across schools, infrastructure limitations, and the need to strengthen data quality and procedural compliance. This study aims to develop a Digital Maturity Model (DMM) based on Data Governance & Compliance to analyze digital readiness in e-Ijazah implementation, identify implementation gaps, and formulate strategic recommendations. This study employs a qualitative case study approach through semi-structured interviews, document analysis, limited observation, and implementation progress records. The data were analyzed thematically using ATLAS.ti and mapped into six DMM dimensions: Strategy, Organisation, Culture, People, Technology, and Customer, complemented by the Data Governance & Compliance element. The findings show that e-Ijazah implementation has achieved operational readiness, but it remains uneven due to gaps in initial data validation, procedural consistency, human
resource capacity, system access stability, correction documentation, audit trails, access control, and user services. The added value of this study lies in the development of DMM by incorporating Data Governance & Compliance as the seventh element to analyze the digital readiness of official educational document
services. This study produces a readiness profile, implementation gap analysis, and strategic recommendations to strengthen SOPs, coordination, digital capacity, and e-Ijazah data governance.
