Abstract
Sebelum implementasi Vendor Management System (VMS), pengelolaan data vendor di PT PLN (Persero) menghadapi duplikasi data hingga 40% dari 110.936 vendor terdaftar, fragmentasi data lintas aplikasi seperti Eproc dan SAP, serta registrasi dan evaluasi berulang di setiap unit. Penelitian ini menganalisis implementasi VMS, mengevaluasi kualitas sistem dan layanannya, serta merumuskan strategi perbaikan untuk mengoptimalkan implementasinya.
Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus yang dipadukan metode Delphi kualitatif dua putaran. Data dikumpulkan melalui wawancara mendalam terhadap delapan informan kunci (purposive sampling), observasi, dan telaah dokumen, lalu dianalisis menggunakan Model Kesuksesan Sistem Informasi DeLone dan McLean pada enam dimensi: kualitas sistem, kualitas informasi, kualitas layanan, penggunaan, kepuasan pengguna, dan manfaat bersih. Delphi digunakan untuk memverifikasi dan memprioritaskan strategi perbaikan melalui konsensus informan.
VMS berhasil diimplementasikan sebagai Single Source of Truth (SSoT) yang menggantikan sistem terfragmentasi sebelumnya, unggul dalam kemudahan penggunaan bagi pengguna internal-eksternal, serta layanan VMS Corner yang diapresiasi tinggi oleh vendor. Implementasi VMS menghasilkan efisiensi personel dari 48 menjadi 14–16 orang (penghematan 65–70%), eliminasi biaya administrasi fisik, dan peningkatan akurasi data melalui double verification. Konsensus Delphi dua putaran mengonfirmasi empat strategi prioritas: percepatan sentralisasi data, peningkatan kompetensi tim dukungan, pengembangan notifikasi real-time, dan optimalisasi infrastruktur teknis.

Before implementing the Vendor Management System (VMS), PT PLN (Persero) faced vendor data duplication up to 40% among 110,936 registered vendors, cross-application fragmentation (e.g., Eproc, SAP), and repeated registration and evaluation across units. This study analyzes VMS implementation, evaluates system and service quality, and formulates strategies to optimize deployment.
A qualitative approach combining a case study design with a two-round Delphi method was used. Data were gathered via in-depth interviews with eight key informants (purposive sampling), observation, and document review, then analyzed using the DeLone and McLean Information Systems Success Model across six dimensions: system, information, and service quality, use, user satisfaction, and net benefits. Delphi verified and prioritized improvement strategies through informant consensus.
VMS was successfully implemented as a Single Source of Truth (SSoT), replacing the prior fragmented system, excelling in usability for internal and external users, and earning high praise for its VMS Corner service. Implementation yielded personnel efficiency (48 to 14–16 staff, a 65–70% reduction), eliminated physical administrative costs, and improved data accuracy via double verification. Two-round Delphi consensus confirmed four priority strategies: accelerated data centralization, enhanced support team competency, real-time notification development, and technical infrastructure optimization.
