Abstract
Pembangunan Lifting Pump Station (LPS) pada proyek infrastruktur perkotaan di lahan terbatas memiliki tantangan teknis dan manajerial yang tinggi, terutama akibat kedalaman struktur, kondisi tanah lunak jenuh air, muka air tanah tinggi, serta keterbatasan ruang kerja. Penelitian ini bertujuan menganalisis dan menentukan metode konstruksi bawah tanah yang paling sesuai pada pembangunan LPS Proyek Jakarta Sewerage Development Project (JSDP) Zona 1 Paket 1 berdasarkan aspek biaya, waktu, dan risiko pelaksanaan. Penelitian dilakukan melalui identifikasi alternatif metode konstruksi, penyaringan menggunakan Zero-One Matrix, analisis biaya, analisis waktu, analisis risiko berbasis risk register, serta pengambilan keputusan menggunakan AHP Direct Measurement. Hasil penyaringan menunjukkan bahwa metode Top-Down Construction dan Pneumatic Caisson layak dianalisis lebih lanjut. Hasil analisis biaya menunjukkan bahwa Top-Down Construction lebih ekonomis, dengan biaya sekitar 32,93% lebih rendah dibandingkan Pneumatic Caisson. Namun, dari aspek waktu, Pneumatic Caisson memiliki durasi pelaksanaan sekitar 11 bulan lebih singkat dibandingkan Top-Down Construction. Analisis risiko menunjukkan bahwa kedua metode memiliki karakteristik risiko yang berbeda, namun setelah mitigasi sebagian besar risiko residual berada pada tingkat yang dapat diterima. Berdasarkan AHP Direct Measurement, aspek risiko memperoleh bobot tertinggi, diikuti waktu dan biaya. Hasil akhir menunjukkan bahwa Pneumatic Caisson memperoleh prioritas tertinggi sehingga direkomendasikan sebagai metode konstruksi yang paling sesuai untuk proyek LPS dengan kondisi tanah lunak, muka air tanah tinggi, kedalaman struktur besar, dan lahan terbatas.

The construction of a Lifting Pump Station (LPS) in a constrained urban area involves significant technical and managerial challenges, particularly due to deep excavation, soft saturated soil, high groundwater level, and limited working space. This study aims to analyze and determine the most appropriate underground construction method for the LPS of the Jakarta Sewerage Development Project (JSDP) Zone 1 Package 1 based on cost, time, and construction risk. The research was conducted through the identification of construction method alternatives, screening using the Zero-One Matrix, cost analysis, schedule analysis, risk analysis based on a risk register, and decision-making using AHP Direct Measurement. The screening results indicate that Top-Down Construction and Pneumatic Caisson are feasible alternatives for further analysis. The cost analysis shows that Top-Down Construction is more economical, with a construction cost approximately 32.93% lower than Pneumatic Caisson. However, in terms of time performance, Pneumatic Caisson provides a construction duration approximately 11 months shorter than Top-Down Construction. The risk analysis shows that both methods have different risk characteristics, although most residual risks remain at an acceptable level after mitigation. Based on the AHP Direct Measurement results, risk obtained the highest criterion weight, followed by time and cost. The final result indicates that Pneumatic Caisson achieved the highest priority score and is therefore recommended as the most suitable underground construction method for LPS projects with soft soil, high groundwater level, deep structure, and limited working space.
