Abstract

PLTG Gresik mengalami penurunan permintaan gas secara bertahap dalam beberapa tahun terakhir, sementara pasokan gas berasal dari berbagai sumber dengan karakteristik kontrak yang berbeda, seperti variasi harga, kuota pasokan, masa berlaku, serta kewajiban Take-or-Pay (TOP). Kondisi ini berpotensi menimbulkan ketidakefisienan biaya apabila pasokan tidak disesuaikan dengan kebutuhan aktual. Penelitian ini bertujuan untuk memproyeksikan kebutuhan gas PLTG Gresik hingga tahun 2028 dan menentukan alokasi pasokan gas yang optimal dari berbagai sumber dengan mempertimbangkan parameter kontrak yang berlaku. Pada tahap pertama, dilakukan forecasting kebutuhan gas menggunakan metode regresi linier sederhana, moving average dan Holt’s Exponential Smoothing. Ketiga metode tersebut dibandingkan menggunakan ukuran kesalahan Mean Absolute Deviation (MAD) dan Mean Absolute Percentage Error (MAPE) untuk memperoleh model peramalan dengan akurasi terbaik. Hasil forecasting digunakan sebagai input dalam tahap optimasi. Tahap kedua menggunakan Linear Programming untuk meminimalkan total biaya pembelian gas. Model optimasi dikembangkan dengan memasukkan batasan kuota pasokan, harga kontrak, masa berlaku kontrak, serta ketentuan TOP yang mengharuskan pembelian minimum. Model ini menghasilkan alokasi pasokan gas yang paling ekonomi untuk setiap periode hingga 2028. Hasil penelitian menunjukkan bahwa regresi linier sederhana menghasilkan kinerja peramalan terbaik, dengan MAD sebesar 9,334389 dan MAPE sebesar 5,2478%. Peramalan tersebut menunjukkan penurunan permintaan gas yang berkelanjutan dari 158,45 BBTUD pada Oktober 2025 menjadi 114,46 BBTUD pada Desember 2028. Hasil optimasi mengungkapkan bahwa kewajiban Take-or-Pay secara signifikan membatasi fleksibilitas pengadaan, terutama dalam kondisi kelebihan kontrak di mana kewajiban pembelian minimum melebihi permintaan aktual. Studi ini menyediakan kerangka kerja pendukung keputusan untuk meningkatkan perencanaan pengadaan gas dan mengurangi inefisiensi biaya dalam operasi pembangkit listrik.

Gresik Gas Power Plant (PLTG Gresik) has experienced a gradual decline in natural gas demand, while its gas supply originates from multiple sources with different contractual characteristics such as price variations, maximum supply quotas, contract duration, and Take-or-Pay (TOP) obligations. This condition may lead to significant cost inefficiencies if gas procurement is not aligned with actual operational needs. This research aims to forecast the gas demand of PLTG Gresik up to 2028 and determine the optimal allocation of gas supply from various sources by considering the contractual constraints that apply. In the first stage, demand forecasting is conducted using simple linear regression, moving average and Holt’s Exponential Smoothing. The forecasting performance of the three methods is evaluated using Mean Absolute Deviation (MAD), and Mean Absolute Percentage Error (MAPE) to identify the model with the highest accuracy. The selected forecasting model is then used as input for the optimization stage. The second stage employs Linear Programming to minimize total gas procurement costs. The optimization model incorporates supply quota limits, contract pricing, contract duration, and TOP requirements that impose minimum purchase obligations. The model produces the most economical gas allocation for each planning period up to 2028. The results show that simple linear regression yields the best forecasting performance, with an MAD of 9.334389 and an MAPE of 5,2478%. The forecast indicates a continuous decline in gas demand from 158.45 BBTUD in October 2025 to 114.46 BBTUD in December 2028. The optimization results reveal that Take-or-Pay obligations significantly constrain procurement flexibility, particularly under over-contracting conditions in which minimum purchase obligations exceed actual demand. This study provides a decision-support framework to improve gas procurement planning and reduce cost inefficiencies in power plant operations.
