Abstract

Kelurahan Wonokromo, Kecamatan Wonokromo, Kota Surabaya merupakan kawasan permukiman padat seluas 121 Ha (1,21 km²) yang berbatasan langsung dengan Kali Surabaya. Tingginya kepadatan penduduk menghasilkan beban air limbah domestik yang signifikan, namun pengelolaannya masih mengandalkan tangki septik individual yang sebagian besar belum memenuhi baku mutu. Kesenjangan antara kebutuhan sanitasi aman dan keterbatasan infrastruktur eksisting menjadi dasar perlunya perencanaan sistem pengolahan air limbah domestik terpusat. Penelitian ini bertujuan merencanakan sistem penyaluran air limbah (SPAL) dan Instalasi Pengolahan Air Limbah (IPAL) Wilayah pelayanan mencakup 100% pelayanan dengan jumlah penduduk 39.613 jiwa yang terbagi dalam 16 blok pembebanan dengan total debit rata-rata air limbah sebesar 10.734.880 liter/hari. Proyeksi penduduk dihitung hingga tahun 2045 menggunakan metode geometri. Debit air limbah merupakan 80% konsumsi air bersih berdasarkan jam puncak. Jaringan perpipaan gravitasi direncanakan menggunakan persamaan Manning dengan kriteria kecepatan self-cleansing 0,6-3 m/detik. Lokasi IPAL direncanakan pada lahan kosong yang memiliki elevasi relatif lebih rendah dan terletak di dekat badan air. Pemilih alternatif unit pengolahan melalui berdasarkan efisiensi penyisihan parameter pH, BOD, COD, TSS, dan amonia, kebutuhan lahan, serta kemudahan penggunaan. Hasil perencanaan lokasi IPAL berada diwilayah RW 07 Kelurahan Wonokromo. Sistem penyaluran menggunakan material pipa uPVC berdiameter 100–450 mm. Pipa primer sepanjang 8.400 m dan pipa sekunder sepanjang 39.100 m sehingga total panjang jaringan mencapai 47.500 m. SPAL dilengkapi 944 unit manhole dengan kecepatan minimum aliran 0,73–2,3 m/detik. Rangkaian IPAL direncanakan meliputi sumur pengumpul, barscreen, bak penangkap pasir, bak ekualisasi, sedimentasi I, Moving Bed Biofilm Reactor, sedimentasi II, desinfeksi, serta pengolahan lumpur yaitu thickener, tangki stabilisasi, dan belt filter press dengan ebutuhan lahan lahan seluas 0,47 ha. Nilai efluen akhir yang dihasilkan adalah air limbah memiliki karakteristik pH 7, BOD 9,90 mg/L, COD 6,02 mg/L, TSS 12,09 mg/L, dan amonia 8,93 mg/L. Total Rencana Anggaran Biaya sebesar Rp 69,86 miliar. Sistem SPAL dan IPAL yang direncanakan mampu mengolah air limbah domestik hingga memenuhi baku mutu Peraturan Menteri Lingkungan Hidup Nomor 11 Tahun 2025.

Wonokromo Village, Wonokromo District, Surabaya City is a densely populated residential area covering 121 hectares (1.21 km²) that directly borders the Surabaya River. The high population density generates a significant domestic wastewater load, yet its management still relies on individual septic tanks, most of which do not meet quality standards. The gap between the need for safe sanitation and the limitations of existing infrastructure forms the basis for the need to plan a centralized domestic wastewater treatment system. This study aims to plan a Wastewater Conveyance System and a Wastewater Treatment Plant (WWTP). The service area covers 100% service coverage with a population of 39,613 people, divided into 16 loading blocks, with a total average wastewater discharge of 10,734,880 liters/day. Population projections were calculated up to 2045 using the geometric method. Wastewater discharge is assumed to be 80% of clean water consumption based on peak hour demand. The gravity piping network was planned using the Manning equation with a self-cleansing velocity criterion of 0.6–3 m/second. The WWTP location was planned on vacant land with a relatively lower elevation and located near a water body. The selection of treatment unit alternatives was based on the removal efficiency of pH, BOD, COD, TSS, and ammonia parameters, land requirements, and ease of operation. The planning results place the WWTP location in RW 07, Wonokromo Village. The conveyance system uses uPVC pipe material with diameters of 100–450 mm. The primary pipeline is 8,400 m long and the secondary pipeline is 39,100 m long, bringing the total network length to 47,500 m. The SPAL is equipped with 944 manhole units, with a minimum flow velocity of 0.73–2.3 m/second. The WWTP treatment train is planned to include a collection well, bar screen, grit chamber, equalization basin, sedimentation I, a Moving Bed Biofilm Reactor, sedimentation II, disinfection, and sludge treatment consisting of a thickener, stabilization tank, and belt filter press, requiring a land area of 0.47 hectares. The resulting final effluent characteristics are: pH 7, BOD 9.90 mg/L, COD 6.02 mg/L, TSS 12.09 mg/L, and ammonia 8.93 mg/L. The total budget plan (RAB) amounts to Rp 69.86 billion. The planned SPAL and WWTP systems are capable of treating domestic wastewater to meet the quality standards set by Minister of Environment Regulation No. 11 of 2025.
