Abstract

Penyediaan air minum (PAM) aman menjadi tantangan seiring pertumbuhan penduduk yang terus meningkat. Indonesia menetapkan target akses air minum aman pada RPJPN 2025–2045 dengan melalui jaringan perpipaan (JP) di wilayah perkotaan dan untuk wilayah perdesaan dan daerah afirmasi 3TP melalui SPAM JP dan SPAM bukan JP (BJP) berbasis masyarakat. Meski sudah banyak perencanaan PAM namun belum ada perencanaan yang membandingkan secara langsung dengan klasifikasi wilayah berdasarkan Perka BPS No 120 Tahun 2020. Sehingga diperlukan perencanaan teknis PAM Kecamatan Semen, Kabupaten Kediri dengan mempertimbangkan klasifikasi wilayah desa.
Kecamatan Semen memiliki 8 wilayah perkotaan dan 4 wilayah perdesaan. Perencanaan dilakukan melalui analisis kondisi PAM, debit air baku tersedia, kebutuhan air, lalu dihitung neraca air, evaluasi kondisi PAM eksisting, serta perencanaan teknis SPAM sesuai Permen PUPR No. 27 Tahun 2016. Dalam perencanaan teknis turut dipertimbangkan klasifikasi wilayah dan target kesusaian jenis SPAM. Selanjutnya diuji kelayakan hidrolika eksisting dan perencanaan diuji menggunakan EPANET-JS, dan spesifikasi teknis digunakan untuk menyusun bill of quantity serta rencana anggaran biaya. Capaian PAM eksisting kategori layak sebesar 91,20% dan capaian kesesuaian jenis SPAM hanya mencapai 56,59%. Air baku tersedia di Kecamatan Semen sebesar 112,5 liter/detik. Kebutuhan air eksisting sebesar 32,72 liter/detik dan meningkat pada tahun 2045 menjadi sebesar 75,97 liter/detik sehingga surplus hingga tahun 2045. SPAM eksisting didominasi permasalahan tekanan, kesesuaian unit untuk kontrol tekanan, dan kualitas pada SPAM JP Pamsimas dengan air baku bersumber dari mata air sehingga direncanakan unit broncapture, pra sedimentasi, filtrasi, dan bak pelepas tekan dengan total anggaran sebesar Rp 572.292.240. Jaringan eksisting PDAM yang tersedia sudah mampu menampung debit perencanaan pada tahun 2045.

Providing safe drinking water (PAM) is a growing challenge amid population growth. Indonesia's 2025–2045 National Long-Term Development Plan (RPJPN) targets safe water access via piped networks (JP) in urban areas, alongside community-based piped (SPAM JP) and non-piped (SPAM BJP) systems in rural and affirmative (3TP) regions. However, current water planning rarely aligns with the Central Bureau of Statistics (BPS) Regulation No. 120 of 2020 regarding regional classification. Therefore, this study conducts technical PAM planning for Semen District, Kediri Regency, based on its specific village classifications.
Semen District consists of 8 urban areas and 4 rural areas. The planning was conducted through analyses of conditions, water availability, and water demand, followed by calculating the water balance, evaluating the existing drinking water supply conditions, and performing technical planning for the drinking water supply system (SPAM) in accordance with the Regulation of the Minister of Public Works and Public Housing (Permen PUPR) No. 27 of 2016. The technical planning also takes into account the regional classification and the suitability target for the type of SPAM. The hydraulic feasibility of both the existing system and the design was tested using EPANET-JS, and technical specifications were utilized to compile the bill of quantities (BOQ) and cost estimates (RAB).
Results indicate that existing PAM coverage is 91.20% feasible, but SPAM type suitability only reaches 56.59%. Raw water capacity stands at 112.5 L/s, which satisfies the projected demand increase from 32.72 L/s currently to 75.97 L/s by 2045, maintaining a surplus. Nevertheless, the existing spring-sourced Pamsimas piped SPAM faces issues regarding water quality and pressure control. To resolve this, a spring intake, pre-sedimentation, filtration, and pressure relief tanks are designed with a total budget of IDR 572.292.240. Meanwhile, the existing PDAM network remains sufficient to accommodate the 2045 planned discharge.
