Abstract

Gudang merupakan fasilitas penting dalam industri galangan kapal karena berperan dalam mendukung ketersediaan material, pengendalian penyimpanan, dan kelancaran produksi. PT PAL Indonesia menyimpan pelat besi dan komponen kapal yang memiliki ukuran besar, berat, serta nilai material tinggi sehingga membutuhkan pengelolaan penyimpanan yang aman dan sistematis. Namun, berdasarkan observasi masih ditemukan beberapa permasalahan, seperti material tidak ditempatkan sesuai area, penyimpanan kabel tidak konsisten, lantai gudang berdebu, dan pelat besi disimpan di area luar sehingga berisiko mengalami korosi. Penelitian ini bertujuan untuk menganalisis risiko penyimpanan pelat besi dan komponen kapal menggunakan metode House of Risk for Safety, Health, and Environment (HORshe). Hasil penelitian menunjukkan bahwa terdapat 16 Risk Event dan 13 Risk Agent. Berdasarkan perhitungan Aggregate Risk Potential (ARP), terdapat empat Risk Agent prioritas, yaitu A10 dengan ARP 2600, A13 dengan ARP 2280, A11 dengan ARP 2200, dan A7 dengan ARP 2020. Preventive Action prioritas berdasarkan nilai Effectiveness to Difficulty Ratio (ETD) adalah PA3 berupa standarisasi BOM dan verifikasi material planning, PA4 berupa penambahan parameter KPI Procurement yang mempertimbangkan kesiapan gudang, dan PA1 berupa perubahan KPI Warehouse untuk menilai kepatuhan implementasi SOP penyimpanan. Hasil Stage 3 menunjukkan bahwa Preventive Actions yang diasumsikan jika diterapkan dengan sempurna dapat berkemungkinan menurunkan risiko pada A10 sebesar 79.23%, A13 sebesar 77.89%, A11 sebesar 56.91%, dan A7 sebesar 60.79%. Dengan demikian, metode HORshe dapat membantu perusahaan mengidentifikasi penyebab utama risiko, menentukan prioritas tindakan pencegahan, dan mengevaluasi estimasi penurunan risiko secara lebih terstruktur.

Warehouse is an important facility in the shipbuilding industry because it supports material availability, storage control, and production continuity. PT PAL Indonesia stores metal plates and ship components that have large dimensions, heavy weight, and high material value, so they require safe and systematic storage management. However, based on field observation, several problems were still found, such as materials placed outside the designated area, inconsistent cable storage, dusty warehouse floor conditions, and metal plates stored in outdoor areas that may increase the risk of corrosion. This research aims to analyze storage risks of metal plates and ship components using the House of Risk for Safety, Health, and Environment (HORshe) method. The results show that 16 risk events and 13 risk agents were identified. Based on the Aggregate Risk Potential (ARP) calculation, four priority risk agents were selected, namely A10 with an ARP value of 2600, A13 with an ARP value of 2280, A11 with an ARP value of 2200, and A7 with an ARP value of 2020. The priority preventive actions based on the Effectiveness to Difficulty Ratio (ETD) are PA3, which focuses on standardized BOM and material planning verification, PA4, which adds procurement KPI parameters that consider warehouse readiness, and PA1, which changes warehouse KPI parameters to assess SOP implementation compliance. The Stage 3 result shows that if the proposed preventive actions were assumed to be implemented perfectly it may reduce the risk of A10 by 79.23%, A13 by 77.89%, A11 by 56.91%, and A7 by 60.79%. Therefore, the HORshe method can help the company identify dominant risk causes, determine preventive action priorities, and evaluate estimated risk reduction in a more structured manner.
