Abstract
Perkembangan fisik Kampus Institut Teknologi Sepuluh Nopember (ITS) menyebabkan perubahan elevasi permukaan dan tutupan lahan yang berpotensi memengaruhi genangan. Penelitian ini bertujuan menganalisis perubahan elevasi dan genangan tahun 2016–2025 serta mengevaluasi potensi genangan berdasarkan rencana pembangunan ITS tahun 2045. Data yang digunakan berupa DTM, ortofoto, batas kawasan kampus, titik validasi, dan peta rencana pembangunan. Pengolahan dilakukan menggunakan ArcGIS Pro melalui analisis perubahan elevasi, klasifikasi tutupan lahan, penentuan koefisien limpasan, dan pemodelan hidrologi berbasis raster dengan curah hujan 150 mm. Hasil penelitian menunjukkan kenaikan elevasi seluas 131,38 ha, area relatif stabil 54,40 ha, dan penurunan 1,67 ha. Pemodelan menunjukkan perubahan pola, persebaran, dan kedalaman genangan pada beberapa lokasi, terutama Jl. Teknik Industri, Jl. Parkir Dr. Angka, Tower 3, Bundaran Utama ITS, serta kawasan Teknik Geofisika dan Desain Interior. Peninggian lahan pada area pembangunan dapat mengurangi genangan secara lokal, tetapi mengalihkan aliran menuju jalan atau area yang lebih rendah. Skenario tahun 2045 juga menunjukkan perubahan pola genangan pada beberapa area rencana pembangunan. Validasi pada sembilan titik menunjukkan bahwa model cukup baik dalam mengidentifikasi lokasi berpotensi tergenang.

Physical development at the Institut Teknologi Sepuluh Nopember (ITS) Campus has altered surface elevation and land cover, potentially affecting inundation. This study analyzes elevation and inundation changes between 2016 and 2025 and evaluates potential inundation based on the ITS 2045 development plan. The data consisted of DTMs, orthophotos, the campus boundary, validation points, and the development plan map. Processing was conducted in ArcGIS Pro through elevation-change analysis, land-cover classification, runoff-coefficient assignment, and raster-based hydrological modeling using a rainfall scenario of 150 mm. The results show that 131.38 ha experienced elevation increases, 54.40 ha remained relatively stable, and 1.67 ha experienced decreases. The model indicates changes in inundation patterns, distribution, and depth, particularly along Teknik Industri Road, Dr. Angka Parking Road, Tower 3, the ITS Main Roundabout, and the Geophysical Engineering and Interior Design area. Raising development sites can reduce inundation locally but redirect runoff toward roads or lower surrounding areas. The 2045 scenario also indicates changes in inundation patterns in several planned development areas. Validation at nine points shows that the model adequately identifies potential inundation locations.
