Abstract

Peningkatan kebutuhan konsumsi listrik di Indonesia diproyeksikan mencapai 1.413 Terawatt-hour (TWh) pada 2060, yang memposisikan Pembangkit Listrik Tenaga Gas dan Uap (PLTGU) sebagai alternatif infrastruktur strategis dalam berkontribusi terhadap transisi energi menuju Net Zero Emission (NZE) 2060. Akan tetapi, dominasi Time-Based Maintenance (TBM), risiko unplanned outage, dan tuntutan regulasi lingkungan di Indonesia menciptakan urgensi baru untuk memahami bagaimana faktor sosio-teknis secara bersama-sama menentukan keandalan dan keberlanjutan lingkungan PLTGU. Oleh karena itu, penelitian ini bertujuan untuk menganalisis pengaruh iklim keselamatan (Safety Climate; SC) dan pemeliharaan berbasis keandalan (Reliability-Oriented Maintenance Strategy; ROMS) terhadap kinerja keberlanjutan lingkungan (Environmental Sustainability Performance; ESP) melalui kontrol risiko keselamatan kritis (Critical Safety Risk Control; CSRC) dan keandalan operasi (Operational Reliability; OR) pada sistem kerja PLTGU PT XYZ, dengan mengintegrasikan teori Socio-Technical System sebagai kerangka utama, kerangka Stimulus-Organism-Response dalam menjelaskan arah kausalitas, yang diperkuat dengan teori High Reliability Organization dan Swiss Cheese Model/Barrier Theory. Kemudian, penelitian ini menggunakan pendekatan kuantitatif dengan teknik purposive sampling dan melibatkan 101 karyawan teknis-operasional sebagai responden melalui kuesioner skala Likert dan dianalisis menggunakan Partial Least Squares-Structural Equation Modeling (PLS-SEM), dengan CSRC, ROMS, dan ESP sebagai konstruk formatif komposit serta SC dan OR sebagai konstruk reflektif. Pengujian data dilakukan dengan evaluasi outer model (uji validitas dan reliabilitas), inner model (R2, f2, Q2), bootstrapping untuk pengujian hipotesis, dan Importance-Performance Map Analysis (IPMA). Hasil penelitian menunjukkan tujuh hipotesis didukung oleh hasil pengujian empiris dengan pengaruh positif dan signifikan, antara lain SC terhadap CSRC (β=0,871), CSRC terhadap OR (β=0,173), ROMS terhadap OR (β=0,743), OR terhadap ESP (β=0,443), dan ROMS terhadap ESP (β=0,466), dengan CSRC memediasi SC-OR dan OR memediasi ROMS-ESP. IPMA mengidentifikasi ROMS dan OR sebagai prioritas relatif perbaikan dalam mendukung ESP. Penelitian menyimpulkan bahwa ESP lebih dominan dijelaskan melalui jalur teknis-pemeliharaan, sedangkan jalur sosial-keselamatan berperan sebagai fondasi sosial-teknis pendukung, sehingga perbaikan kinerja lingkungan memerlukan penguatan menyeluruh pada aspek sosial dan teknis organisasi pembangkit.

The projected increase in electricity demand in Indonesia is expected to reach 1,413 terawatt-hours (TWh) by 2060, positioning combined-cycle power plants as a strategic infrastructure for supporting the energy transition toward Net Zero Emissions (NZE) by 2060. However, the dominance of Time-Based Maintenance (TBM), the risk of unplanned outages, and environmental regulatory requirements in Indonesia create a new sense of urgency to understand how socio-technical factors collectively determine the reliability and environmental sustainability of combined-cycle power plants. Therefore, this study aims to analyze the influence of Safety Climate (SC) and Reliability-Oriented Maintenance Strategy (ROMS) on Environmental Sustainability Performance (ESP) through Critical Safety Risk Control (CSRC) and Operational Reliability (OR) in the operational system of PT XYZ’s PLTGU, by integrating the Socio-Technical System theory as the primary framework, along with the Stimulus-Organism-Response framework to explain the direction of causality, reinforced by the High Reliability Organization theory and the Swiss Cheese Model/Barrier Theory. This research used a quantitative approach with purposive sampling of 101 respondents who were technical-operational employees, using a Likert-scale questionnaire. The data were analyzed using Partial Least Squares-Structural Equation Modeling (PLS-SEM), with CSRC, ROMS, and ESP as composite formative constructs and SC and OR as reflective constructs. Data testing was conducted through evaluation of the outer model (validity and reliability tests), the inner model (R², f², Q²), bootstrapping for hypothesis testing, and Importance-Performance Map Analysis (IPMA). The results showed that seven hypotheses were supported by the empirical test results, with positive and significant effects, which included SC on CSRC (β = 0.871), CSRC on OR (β=0.173), ROMS on OR (β=0.743), OR on ESP (β=0.443), and ROMS on ESP (β=0.466), with CSRC mediating the SC-OR relationship and OR mediating the ROMS-ESP relationship. IPMA identified ROMS and OR as relative improvement priorities for supporting ESP. The study concludes that ESP is more predominantly explained through technical-maintenance pathways, while SC and CSRC serve as a supporting socio-technical foundation, so that improvements in environmental performance require comprehensive strengthening of both the social and technical aspects of the power plant organization.
