Abstract

Kebutuhan energi listrik pada proyek Chemical Enhanced Oil Recovery (CEOR) di sektor hulu migas bersifat tinggi, kontinu, dan menuntut tingkat keandalan yang tinggi. Oleh karena itu, pemilihan sumber pasokan listrik yang optimal menjadi permasalahan utama dalam mendukung keberlanjutan operasi di PT X. Penelitian ini bertujuan untuk menganalisis dan menentukan alternatif penyediaan energi listrik yang paling efisien secara finansial dengan menggunakan metode Levelized Cost of Electricity (LCOE) sebagai dasar evaluasi. Metodologi penelitian dilakukan melalui tahapan studi pendahuluan, pengumpulan dan validasi data teknis serta finansial, pengolahan data, serta analisis perbandingan antar alternatif. Sebanyak 18 skenario penyediaan listrik dianalisis dan dikelompokkan ke dalam tiga kategori, yaitu sistem pembangkitan internal 60 Hz, pasokan eksternal dari jaringan PLN 50 Hz, serta sistem hybrid yang mengombinasikan keduanya. Sebelum analisis ekonomi dilakukan, dilakukan evaluasi kelayakan teknis untuk memastikan hanya alternatif yang feasible yang dianalisis lebih lanjut. Perhitungan LCOE dilakukan dengan mempertimbangkan komponen biaya investasi (CAPEX), biaya operasional (OPEX), serta total energi listrik yang dihasilkan sepanjang umur proyek. Hasil penelitian menunjukkan bahwa terdapat perbedaan nilai LCOE pada masing-masing alternatif, yang mencerminkan variasi tingkat efisiensi biaya. Sistem pembangkitan internal 60 Hz menghasilkan nilai LCOE tertinggi, dengan nilai minimum sebesar Rp1.430,73/kWh, sedangkan sistem pasokan dari PLN 50 Hz menghasilkan nilai LCOE yang lebih rendah, yaitu sebesar Rp1.211,59/kWh. Sementara itu, sistem hybrid menghasilkan nilai LCOE terendah, yaitu sebesar Rp1.191,35/kWh, serta menunjukkan kestabilan biaya yang lebih baik pada berbagai skenario pengembangan. Berdasarkan hasil analisis tersebut, sistem hybrid ditetapkan sebagai alternatif penyediaan energi listrik yang paling optimal untuk mendukung implementasi proyek CEOR di PT X. Sistem ini tidak hanya memberikan efisiensi biaya yang lebih baik, tetapi juga memiliki keunggulan dalam hal fleksibilitas dan keandalan pasokan listrik. Dengan demikian, hasil penelitian ini dapat menjadi dasar dalam pengambilan keputusan terkait pemilihan sistem energi listrik yang efisien, andal, dan berkelanjutan.

The electrical energy demand in Chemical Enhanced Oil Recovery (CEOR) projects in the upstream oil and gas sector is high, continuous, and requires a high level of reliability. Therefore, selecting an optimal power supply source becomes a critical issue in supporting the sustainability of operations at PT X. This study aims to analyze and determine the most financially efficient alternative for electricity supply using the Levelized Cost of Electricity (LCOE) method as the primary evaluation approach. The research methodology consists of preliminary study, data collection and validation of technical and financial aspects, data processing, and comparative analysis of alternatives. A total of 18 electricity supply scenarios were analyzed and categorized into three groups: internal power generation systems (60 Hz), external supply from the national grid (PLN 50 Hz), and hybrid systems that combine both sources. Prior to the economic analysis, a technical feasibility evaluation was conducted to ensure that only feasible alternatives were further analyzed. The LCOE calculation considers capital expenditure (CAPEX), operational expenditure (OPEX), and total electricity generated over the project lifetime. The results show that each alternative produces different LCOE values, indicating variations in cost efficiency. The internal 60 Hz generation system results in the highest LCOE, with a minimum value of Rp1,430.73/kWh, while the PLN 50 Hz supply system yields a lower LCOE of Rp1,211.59/kWh. Meanwhile, the hybrid system produces the lowest LCOE at Rp1,191.35/kWh and demonstrates more stable cost performance across various development scenarios. Based on these findings, the hybrid system is identified as the most optimal electricity supply alternative to support the CEOR project at PT X. This system not only offers better cost efficiency but also provides advantages in terms of flexibility and supply reliability. Therefore, the results of this study can serve as a basis for decision-making in selecting an efficient, reliable, and sustainable energy supply system.
