Abstract

PT. X sebagai industri hilirisasi nikel memiliki aktivitas operasional berisiko tinggi sehingga membutuhkan evaluasi keselamatan yang proaktif. Penelitian terdahulu umumnya menggunakan Entropy untuk pembobotan atau System Dynamics untuk pemodelan secara terpisah, sehingga masih terbatas penelitian yang mengintegrasikan keduanya untuk menjelaskan pengaruh Safety Accountability Program terhadap Safety Culture dan Hazard Number secara dinamis. Padahal, perubahan hazard dipengaruhi oleh proses identifikasi, mitigasi, partisipasi pekerja, dan umpan balik organisasi dari waktu ke waktu. Oleh karena itu, Shannon Entropy digunakan untuk meningkatkan objektivitas pembobotan indikator, sedangkan System Dynamics digunakan untuk memodelkan hubungan sebab-akibat, feedback loop, dan perilaku sistem melalui skenario intervensi. Data diperoleh melalui kuesioner 364 pekerja, expert judgment dari 3 ahli, data temuan bahaya, dan data implementasi program. Hasil menunjukkan Safety Culture bernilai 4.12 dengan kategori Proactive. Safety Culture berkontribusi 0.869, sedangkan Safety Program 0.131. Skenario IV menurunkan Hazard Number dari 869 menjadi 9 hazard atau 98.96% dan berkelanjutan bagi perusahaan PT. X.

PT. X as a nickel downstream industry has high-risk operational activities that require proactive safety evaluation. Previous studies have generally used Entropy for weighting or System Dynamics for modeling separately. Therefore, limited studies have integrated both methods to explain the dynamic influence of the Safety Accountability Program on Safety Culture and Hazard Number. In fact, hazard changes are influenced by identification, mitigation, Worker Participation, and organizational feedback over time. Therefore, Shannon Entropy is used to improve the objectivity of indicator weighting, while System Dynamics is used to model causal relationships, feedback loops, and system behavior through intervention scenarios. Data were obtained from questionnaires distributed to 364 workers, expert judgment from 3 experts, hazard finding data, and program implementation data. The results show that Safety Culture has a score of 4.12 and is categorized as Proactive. Safety Culture contributes 0.869, while Safety Program contributes 0.131. Scenario IV reduces the Hazard Number from 869 to 9 hazards, or 98.96%, and becomes the most effective scenario for improving safety performance at PT. X.
