Abstract
Sistem kelistrikan Tambora termasuk isolated grid dengan inersia rendah dan bergantung pada pembangkit berbahan bakar fosil. Dengan adanya rencana penambahan Pembangkit Listrik Tenaga Surya (PLTS) berkapasitas 10 MW menurut RUPTL 2025–2034, yang berbasis inverter dan tidak memiliki inersia mekanik, kondisi ini berpotensi memperburuk respons frekuensi sistem serta memengaruhi efektivitas skema pertahanan yang telah digunakan. Penelitian ini bertujuan untuk menganalisis kebutuhan skema pertahanan di sistem Tambora setelah integrasi PLTS dengan fokus pada respons frekuensi saat terjadi peristiwa pembangkit lepas. Penelitian menggunakan perangkat lunak DigSILENT PowerFactory dan dilakukan simulasi RMS berbasis time-domain untuk mengamati perubahan frekuensi sistem saat terjadi peristiwa pembangkit lepas di beberapa titik. Simulasi ini digunakan untuk menentukan pengaturan relay frekuensi pada mekanisme Under Frequency Load Shedding dan Over Frequency Generator Shedding. Hasil yang diharapkan dari penelitian ini adalah diperolehnya karakteristik respons frekuensi sistem Tambora sebelum dan sesudah penetrasi PLTS, termasuk
nilai frekuensi nadir, RoCoF, dan waktu pemulihan sebagai penilaian keandalan skema pertahanan. Meskipun PLTS bermanfaat untuk mengurangi pemakaian bahan bakar fosil, penyesuaian skema pertahanan tetap diperlukan agar sistem dapat beroperasi secara andal.

Tambora's electricity system is an isolated grid with low inertia and relies on fossil fuel powered generators. With the planned addition of a 10 MW Solar Power Plant (PLTS)
according to the 2025–2034 RUPTL, which is inverter-based and does not have mechanical inertia, this condition has the potential to worsen the system's frequency response and affect the effectiveness of the defense scheme that has been used. This study aims to analyze the need for a defense scheme in the Tambora system after the integration of PLTS with a focus on the frequency response when a trip generator occurs. The research used DigSILENT PowerFactory software and conducted time-domain based RMS simulation to observe changes in system frequency when a trip generator occurs on some points. This simulation is used to determine the frequency relay settings on the Under Frequency Load Shedding and Over Frequency Generator Shedding mechanisms. The expected results of this study are to obtain the frequency response characteristics of the Tambora system before and after the penetration of the PLTS, including the nadir frequency value, RoCoF, and recovery time as an assessment of the reliability of the defense scheme. Although solar power plants are beneficial for reducing fossil fuel use, adjustments to the defense scheme are still necessary for the system to operate reliably.
