Abstract

The demand for residential internet services is increasing with diverse usage patterns, prompting providers to offer several service classes. Fiber To The Home (FTTH) based on Gigabit Passive Optical Network (GPON) is chosen for its large capacity, stability, and efficiency; however, because it uses a shared passive splitter, a capacity-limiting mechanism on the active devices is required so that each customer receives service according to the class purchased. This study designs a GPON-based FTTH access network in Bukit Alam Raya, Gresik, following PT FiberStar standards for 46 customers divided into 24 customers on the 50 Mbps package, 15 customers on the 75 Mbps package, and 7 customers on the 100 Mbps package, covering technical feasibility analysis (Power Link Budget and Rise Time Budget), capacity analysis (bandwidth allocation and CIR), and a customer bandwidth-limiting design through a bandwidth profile (CIR, MIR, and PIR) enforced via traffic management at the OLT. The results show that the network is technically feasible, with received power between −20.708 and −20.392 dBm (above the −28 dBm sensitivity) and a total rise time of 255.02–256.10 ps (below the 281.35 ps limit), and the results were validated through simulation using the OptiSystem software with a 1.41 dB received-power difference and a Q-Factor of 17.75–19.02. In terms of capacity, the total guaranteed minimum (ΣCIR) of 756.25 Mbps remains well below the 2,488 Mbps downstream capacity, and every ODP has an overbooking ratio far below the safe ISP limit, confirming sufficient capacity. Service conformance and differentiation are supported through a bandwidth profile with CIR values of 12.5 Mbps, 18.75 Mbps, and 25 Mbps, while the corresponding MIR and PIR values are 50 Mbps, 75 Mbps, and 100 Mbps, enforced at the OLT and ONT, so the network can serve each customer according to the purchased class without exceeding the package limit.
