Abstract

Industri pembangkitan listrik dituntut untuk menerapkan manajemen aset yang efektif guna menjamin keandalan operasi sekaligus mengoptimalkan biaya pengelolaan aset. Peralatan kritis pada steam turbine merupakan aset utama yang memiliki peran penting dalam menjaga kontinuitas pembangkitan listrik. Seiring bertambahnya usia operasional, peralatan tersebut berpotensi mengalami penurunan keandalan yang berdampak pada meningkatnya risiko kegagalan serta biaya operasi dan pemeliharaan. Oleh karena itu, penelitian ini bertujuan untuk mengevaluasi kondisi teknis dan ekonomis peralatan kritis sebagai dasar penyusunan rekomendasi strategi pengelolaan aset di PT XYZ UP Paiton. Penelitian dilakukan menggunakan pendekatan Physical Asset Management dengan mengintegrasikan Reliability Analysis dan Life Cycle Costing (LCC). Analisis keandalan dilakukan menggunakan distribusi Weibull berdasarkan data historis work order, sedangkan analisis ekonomi dilakukan melalui perhitungan Equivalent Uniform Annual Cost (EUAC) dengan mempertimbangkan parameter Minimum Attractive Rate of Return (MARR) dan inflasi. Hasil analisis keandalan dan ekonomi kemudian dipadukan menggunakan kerangka condition mapping untuk memberikan rekomendasi strategi pengelolaan aset berdasarkan konsep repair or replace. Penelitian ini diharapkan dapat menjadi dasar pengambilan keputusan pemeliharaan dan pengelolaan aset yang lebih objektif, sistematis, dan berbasis data guna mendukung peningkatan keandalan serta efisiensi operasional pembangkit listrik.

The power generation industry is required to implement effective asset management practices to ensure system reliability while optimizing asset management costs. Critical equipment in the steam turbine system represents one of the most important assets in thermal power plants, as its performance directly affects the continuity of electricity generation. As these assets age, their reliability tends to decrease, leading to a higher risk of failure and increasing operation and maintenance costs. Therefore, this study aims to evaluate the technical and economic conditions of critical equipment as a basis for developing appropriate asset management strategies at PT XYZ UP Paiton. The study employs a Physical Asset Management approach by integrating Reliability Analysis and Life Cycle Costing (LCC). Reliability analysis is conducted using the Weibull distribution based on historical work order data obtained from the ELLIPSE Enterprise Asset Management system to evaluate equipment reliability. Meanwhile, the economic evaluation is performed using the Equivalent Uniform Annual Cost (EUAC) method by considering the Minimum Attractive Rate of Return (MARR) and inflation rate. The results of the technical and economic analyses are subsequently combined using the condition mapping framework to provide asset management recommendations based on the repair-or-replace concept. This study is expected to support more objective, systematic, and data-driven maintenance and investment decisions, thereby improving the reliability and cost efficiency of asset management in steam turbine systems.
