Abstract

Tingginya nilai investasi proyek konstruksi Kota Surabaya yang mencapai nilai Rp 1,2 Triliun pada tahun 2025, secara signifikan meningkatkan potensi timbulan sampah konstruksi dan pembongkaran (SKP). Profil timbulan sampah Kota Surabaya yang tercatat di SIPSN 2025 masih terfokus pada sampah dari kegiatan domestik, sehingga timbulan SKP masih belum teridentifikasi. Pengelolaan SKP sering kali mendapatkan prioritas rendah karena dipandang sebagai sampah yang tidak memiliki nilai ekonomi, sehingga sering diabaikan tanpa upaya pemanfaatan dan pengurangan sampah. Penelitian ini bertujuan untuk mengevaluasi pengelolaan eksisting, mengidentifikasi timbulan dan komposisi SKP, serta merumuskan strategi pengelolaan yang optimal untuk mendukung pembangunan berkelanjutan di Kota Surabaya. Metode kualitatif dan kuantitatif diterapkan pada proyek konstruksi bangunan gedung Kota Surabaya yang didanai APBD tahun anggaran 2025. Pengelolaan sampah eksisting didapatkan melalui kuisioner yang ditujukan pada project manager proyek konstruksi lalu diukur dengan menggunakan likert. Observasi lapangan dilakukan untuk mengidentifikasi timbulan dan komposisi SKP. Laju timbulan SKP diperoleh dengan menghitung volume pekerjaan dari dokumen teknis proyek berdasarkan tahapan pekerjaan yang terdiri dari pekerjaan pendahuluan, fondasi, struktur, selubung bangunan (pasangan & plesteran, rangka & penutup atap), dan finishing. Laju timbulan dihitung menggunakan prinsip mass-balance, yakni selisih antara jumlah material yang dibeli dengan yang dibutuhkan dari desain. Laju timbulan sampah konstruksi dan pembongkaran dinyatakan dalam satuan berat (kg) per total luas area terbangun (m2). Wawancara dengan lembaga selaku regulator guna mengetahui kerangka kebijakan dan regulasi terkait pengelolaan sampah konstruksi dan pembongkaran di Kota Surabaya. Data yang dikumpulkan dianalisis untuk dilakukan penyusunan strategi pengelolaan SKP di Kota Surabaya. Hasil penelitian menunjukkan bahwa pengelolaan SKP pada proyek konstruksi bangunan di Kota Surabaya telah meliputi upaya pengurangan dan penanganan sampah, namun masih didominasi pendekatan reaktif tanpa adanya perencanaan manajemen sampah yang terintegrasi. Laju timbulan SKP Kota Surabaya memiliki nilai sebesar 161,74 kg/m2 dengan potensi timbulan mencapai 2.389,63 – 3.206,39 ton. Analisis mass-balance menunjukkan bahwa 79,45% material yang dibeli menjadi bangunan terpasang, sedangkan 20,55% menjadi timbulan SKP yang didominasi komposisi material tanah galian (63,04%). Strategi pengelolaan SKP yang diformulasikan terdiri dari 3 tahapan meliputi penguatan tata kelola pengelolaan sampah berbasis regulasi, transformasi sistem pengelolaan sampah terintegrasi berbasis teknologi dan Building Environment Management (BEM), dan pengembangan ekosistem ekonomi sirkular pengelolaan sampah berbasis pasar (market based).

Surabaya City’s large investment in construction projects, totaling IDR 1.2 trillion in 2025, significantly increases the risk of Construction and Demolition Waste (CDW) generation. The Surabaya City waste generation profile recorded in the 2025 SIPSN (Standard Waste Management Plan) still focuses on waste from domestic activities, leaving CDW unidentified. CDW management often receives low priority because is is perceived as waste with no economic value, leading to minimal efforts in reduction or utilization. This study aims to evaluate existing management, identify CDW generation and composition, and formulate optimal management strategies to support sustainable development in the city of Surabaya. Qualitative and quantitative methodology were applied to Surabaya City’s building construction projects from the 2025 Regional Budget. Existing waste management was assessed through questionnaires distributed to project managers and measured using a Likert scale. Field observations were conducted to identify CDW composition. CDW generation rate was obtained by calculating work volumes from technical documents based on the project’s work stages, such as preliminary, foundation, structural, building envelope (masonry, plastering, and roofing), and finishing works. The generation rate was calculated using the mass-balance principle, which involve the difference between purchased materials and design requirements. The CDW generation rates is expressed in weight (kg) per total floor area (m2). Interviews were conducted with regulatory institutions to understand the policy framework and regulations related to CDW management in Surabaya. The collected data were then analyzed to develop strategies for construction and demoliton waste management in Surabaya.
The results of the study indicate that CDW management in building construction projects in Surabaya City has included efforts to reduce and handle waste, but it remains dominated by a reactive approach, and lack of integrated waste management planning. The CDW generation rate in Surabaya City has a value of 161.74 kg/m2 with a potential generation reaching 2,389.63 – 3,206.39 tons. Mass-balance analysis shows that 79.45% of purchased materials become installed buildings, while 20.55% become CDW, dominated by excavated soil material composition (63.04%). The formulated management strategies for CDW management comprises three stages: strengthening regulatory-based waste management governance; transforming the system into an integrated, technology-driven waste management model incorporating Building Environment Management (BEM); and developing a market-based circular economy ecosystem for waste management.
