Abstract

Pertumbuhan kebutuhan energi listrik di Kota Jayapura memerlukan pengembangan sistem tenaga listrik yang andal untuk menjaga kualitas dan kontinuitas penyaluran daya. Salah satu pengembangan yang direncanakan adalah penambahan kabel laut GI Holtekamp–GI Angkasa pada sistem interkoneksi Jayapura tahun 2031. Penelitian ini bertujuan untuk menganalisis kondisi operasi sistem interkoneksi Jayapura tahun 2026 dan 2031 menggunakan metode aliran daya, mengevaluasi pengaruh penambahan kabel laut berdasarkan analisis aliran daya dan hubung singkat, menganalisis stabilitas sistem terhadap gangguan, serta membandingkan kinerja sistem pada kedua kondisi operasi. Penelitian dilakukan menggunakan simulasi pada tiga skenario operasi, yaitu tahun 2026, Beban Puncak Siang (BPS) tahun 2031, dan Beban Puncak Malam (BPM) tahun 2031. Analisis yang dilakukan meliputi studi aliran daya, hubung singkat, dan stabilitas transien. Kajian stabilitas dilakukan dengan mensimulasikan gangguan berupa pelepasan satu, dua, dan tiga sirkuit kabel laut serta trip generator berkapasitas terbesar. Hasil penelitian menunjukkan bahwa seluruh bus masih beroperasi dalam batas tegangan yang diizinkan, yaitu 0,95–1,05 p.u. Profil tegangan tahun 2026 berada pada rentang 0,97–1,05 p.u., sedangkan tahun 2031 berada pada rentang 0,96–1,03 p.u. saat BPS dan 0,98–1,03 p.u. saat BPM. Arus hubung singkat tertinggi terjadi pada kondisi BPM tahun 2031, yaitu sebesar 3,801 kA di GI Holtekamp 150 kV. Analisis stabilitas menunjukkan bahwa sistem tetap stabil terhadap gangguan pelepasan kabel laut maupun trip generator terbesar tanpa kehilangan sinkronisasi. Secara keseluruhan, penambahan kabel laut GI Holtekamp–GI Angkasa mampu meningkatkan keandalan sistem interkoneksi Jayapura dan menjaga kualitas operasi sistem tenaga listrik.

The increasing electricity demand in Jayapura requires a reliable power system development to maintain the quality and continuity of power supply. One of the planned developments is the addition of a submarine cable connecting Holtekamp Substation and Angkasa Substation in the Jayapura interconnected power system in 2031. This study aims to analyze the operating conditions of the Jayapura interconnected system in 2026 and 2031 using power flow analysis, evaluate the impact of the submarine cable addition through power flow and short-circuit analyses, analyze system stability under disturbances, and compare system performance between both operating conditions. The study was conducted using simulations under three operating scenarios: the 2026 condition, the 2031 daytime peak load condition, and the 2031 nighttime peak load condition. The analyses included power flow, short-circuit, and transient stability studies. Stability analysis was performed by simulating one, two, and three submarine cable outage scenarios, as well as the outage of the largest generating unit. The results show that all buses remain within the allowable voltage limits of 0.95–1.05 p.u. The voltage profile ranges from 0.97–1.05 p.u. in 2026, 0.96–1.03 p.u. during daytime peak load conditions, and 0.98–1.03 p.u. during nighttime peak load conditions in 2031. The highest short-circuit current occurs during the 2031 nighttime peak load condition, reaching 3.801 kA at Holtekamp 150 kV Substation. Stability analysis indicates that the system remains stable under submarine cable outages and the largest generator trip without losing synchronism. Overall, the addition of the Holtekamp–Angkasa submarine cable improves the reliability and operating performance of the Jayapura interconnected power system.
