Abstract
Sistem Penyediaan Air Minum merupakan kebutuhan dasar yang harus memenuhi aspek kualitas, kuantitas, dan kontinuitas. Kecamatan Dom Aleixo adalah wilayah dengan perkembangan pesat di Kota Dili, memerlukan evaluasi mendalam terhadap sistem penyediaan air minum yang dikelola oleh BTL.EP unutk memastikan pelayanan yang berkelanjutan bagi masyarakat. Tujuan penelitian ini bertujuan untuk mengevaluasi kinerja sistem penyediaan air minum di Kecamatan Dom Aleixo dari tiga aspek utama, yaitu aspek teknis, finansial, dan lingkungan. Penelitian ini menggunakan metode deskriptif kuantitatif melalui evaluasi aspek teknis yang dilakukan simulasi perangkat lunak EPANET 2.2 untuk menganalisis kondisi hidrolis jaringan distribusi, sedangkan penilaian aspek finansial dan lingkungan mengacu pada pedoman kinerja BTL.EP. Hasil analisis menunjukkan kapasitas terpasang sebesar 85 L/detik dengan pemanfaatan produksi 60 L/detik, sehingga terdapat capacity idle sebesar 25 L/detik (29,41%). Simulasi EPANET menunjukkan sisa tekanan pada jaringan distribusi berkisar antara 29,32 m hingga 39,51 m, telah memenuhi standar teknis. Dari aspek finansial, harga air belum mencapai Full Cost Recovery (FCR), dengan selisih biaya sebesar $.0,38 per m3 air terjual , sehingga total nilai kinerja BTL.EP Dom Aleixo sebesar 52,25 dan termasuk dalam kategori CUKUP. Pada aspek lingkungan, tingkat kehilangan air (Non-Revenue Water) tercatat sebesar 16,67% dengan kategori Sangat Baik, dan kualitas fisik air telah memenuhi baku mutu yang berlaku. Kesimpulan penelitian ini, sisa tekanan jaringan distribusi sistem penyediaan air minum di Kecamatan Dom Aleixo berada pada rentang 29,32 -39,51 m, yang memenuhi standar teknis yang berlaku, namun aspek finansial masih memerlukan optimalisasi melalui penyesuaian tarif secara bertahap untuk menekan selisih biaya sebesar $. 0,38 per m3 air terjual. Selain itu, pemanfaatan idle capacity sebesar 25 L/detik menjadi peluang strategis untuk meningkatkan cakupan pelayanan yang saat ini baru mencapai 43,43 %.

A Drinking Water Supply System is a basic need that must fulfill the aspects of quality, quantity, and continuity. Dom Aleixo Subdistrict is a rapidly developing area in Dili City, requiring an in-depth evaluation of the drinking water supply system managed by BTL.EP to ensure sustainable service for the community. This research aims to evaluate the performance of the drinking water supply system in Dom Aleixo Subdistrict from three main aspects: technical, financial, and environmental.
This research uses a quantitative descriptive method through evaluation of the technical aspect, carried out using EPANET 2.2 software simulation to analyze the hydraulic conditions of the distribution network, while the assessment of the financial and environmental aspects refers to BTL.EP performance guidelines. The analysis results show an installed capacity of 85 L/second with a production utilization of 60 L/second, resulting in an idle capacity of 25 L/second (29.41%). The EPANET simulation shows residual pressure in the distribution network ranging from 29.32 m to 39.51 m, which meets technical standards. From the financial aspect, the water price has not reached Full Cost Recovery (FCR), with a cost difference of $0.38 per m³ of water sold, resulting in a total BTL.EP Dom Aleixo performance score of 52.25, categorized as ADEQUATE. In the environmental aspect, the Non-Revenue Water (NRW) level was recorded at 16.67%, categorized as Very Good, and the physical water quality meets the applicable quality standards.
The conclusion of this research is that the residual pressure of the drinking water distribution network system in Dom Aleixo Subdistrict is in the range of 29.32–39.51 m, meeting applicable technical standards. However, the financial aspect still requires optimization through gradual tariff adjustments to reduce the cost difference of $0.38 per m³ of water sold. In addition, utilizing the idle capacity of 25 L/second presents a strategic opportunity to increase service coverage, which currently only reaches 43.43%.
