Abstract

Kawasan reklamasi bekas galian tambang menghadirkan tantangan ekologis sejaligus peluang pengembangan pariwisata berkelanjutan yang melibatkan masyarakat lokal. Penelitian bertujuan menganalisis bentuk pemberdayaan perempuan dalam pengelolaan eco-green tourism di Wisata Alam Gosari (WAGOS), dampak terhadap keberlanjutan sosial, ekonomi, dan lingkungan, serta faktor pendukung dan penghambat keterlibatan perempuan. Penelitian menggunakan metode kualitatif dengan pendekatan studi kasus melalui wawancara, observasi, dan dokumentasi. Analisis data menggunakan Longwe’s Framework yang meliputi welfare, access, consciousness, participation, control dan aspek kekuasaan Suharto (2010) yang meliputi power within, power to, power over, power with sebagai pisau analisis, serta konsep Triple Bottom Line/3P untuk menganalisis dampak yang dihasilkan. Hasil penelitian menunjukkan bahwa pemberdayaan perempuan di WAGOS hadir dalam tujuh bentuk kegiatan. Berdasarkan kerangka Longwe, Indikator welfare, access, dan consciousness telah terpenuhi pada sebagian besar kegiatan, participation berkembang pada Kebun Gizi dan pemandu kegiatan. Adapun control paling terbatas karena dominan pada kontrol teknis dan operasional, belum sampai pengambilan keputusan strategis. Diperkuat oleh analisis aspek kekuasaan Suharto, power within dan power to relatif tercapai, sedangkan power over dan power with hanya menonjol pada Kebun Gizi, dan sebagian pada Aktivitas Jual Beli serta Penyediaan Konsumsi. Kedua kerangka analisis secara konsisten memperlihatkan pemberdayaan bersifat multidimensional namun tidak merata, dengan Kebun Gizi sebagai bentuk paling menyeluruh. Analisis Triple Bottom Line menunjukkan dampak yang saling memperkuat pada ketiga pilar keberlanjutan: profit melalui diversifikasi pendapatan dan penguatan kapasitas kewirausahaan, people melalui peningkatan kepercayaan diri, jaringan sosial, dan solidaritas kolektif, serta planet melalui pemulihan lahan bekas tambang dan perbaikan pengelolaan sampah, meskipun keberlanjutan masih bertumpu pada inisiatif pengurus. Faktor pendukung meliputi dukungan pemerintah desa, BUMDes, Pokdarwis, program eksternal seperti TJSL PT PLN berupa fasilitas, pelatihan, dan pendampingan. Sedangkan penghambatnya meliputi keterbatasan modal, fasilitas, keterampilan teknis, jumlah pengunjung yang tidak stabil, dan belum meratanya peluang antar kegiatan. Pemberdayaan perempuan di WAGOS memperlihatkan pergerakan ke arah yang positif dan berdampak pada keberlanjutan sosial, ekonomi, dan lingkungan, namun masih memerlukan penguatan lebih lanjut agar capaian pemberdayaan dapat berkembang secara lebih merata dan substantif.

The reclamation area of former mining excavations presents ecological challenges as well as opportunities for sustainable tourism development involving local communities. The research aims to analyze the form of women's empowerment in the management of eco-green tourism in Gosari Nature Tourism (WAGOS), the impact on social, economic, and environmental sustainability, as well as the supporting and inhibiting factors of women's involvement. The research uses a qualitative method with a case study approach through interviews, observations, and documentation. Data analysis used Longwe's Framework, which includes welfare, access, consciousness, participation, and control, and aspects of power according to Suharto (2010), which include power within, power to, power over, and power with as analytical tools, as well as the concept of the Triple Bottom Line/3P to analyze the resulting impacts. The results of the study show that women's empowerment in WAGOS is present in seven forms of activities. Based on the Longwe framework, the indicators of welfare, access, and consciousness have been fulfilled in most of the activities, while participation has developed in the Nutrition Garden and activity guides. Control is the most limited aspect because it is dominant in technical and operational control and has not yet extended to strategic decision-making. Strengthened by the analysis of Suharto's power aspects, power within and power to were relatively achieved, while power over and power with only stood out in the Nutrition Garden and partly in the Buying and Selling Activities and Supply of Consumption. Both analytical frameworks consistently show that empowerment is multidimensional but uneven, with the Nutrition Garden being the most comprehensive form. The Triple Bottom Line analysis shows a mutually reinforcing impact on all three pillars of sustainability: profit through income diversification and entrepreneurial capacity building, people through increased self-confidence, social networks, and collective solidarity, and the planet through the restoration of former mining land and the improvement of waste management, although sustainability still depends on the initiative of the management. Supporting factors include support from the village government, BUMDes, Pokdarwis, and external programs such as TJSL PT PLN in the form of facilities, training, and mentoring. Meanwhile, the obstacles include limited capital, facilities, technical skills, unstable visitor numbers, and uneven opportunities between activities. Women's empowerment in WAGOS shows a positive movement and an impact on social, economic, and environmental sustainability, but still needs further strengthening so that empowerment achievements can develop more evenly and substantively.
