Abstract
Pembangunan energi terbarukan, khususnya Pembangkit Listrik Tenaga Surya (PLTS), menjadi salah satu strategi utama dalam mendukung ketahanan energi nasional dan transisi menuju sistem kelistrikan yang berkelanjutan. Seiring meningkatnya permohonan sinkronisasi PLTS Ground Mounted dan Rooftop oleh pelanggan, PLN UP3 Bontang memerlukan suatu metode yang mampu menentukan skema operasi yang paling optimal. Selama ini kajian kelayakan yang dilakukan masih berfokus pada skema On-Grid, sehingga diperlukan pendekatan yang dapat membandingkan seluruh alternatif skema operasi, yaitu On-Grid, Off-Grid, dan Hibrid, berdasarkan berbagai aspek pengambilan keputusan. Penelitian ini bertujuan untuk menentukan alternatif skema operasi sinkron PLTS pelanggan yang paling optimal di wilayah PLN UP3 Bontang menggunakan metode Multi Criteria Decision Making (MCDM) dengan mengintegrasikan Analytic Hierarchy Process (AHP) dan Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). Metode AHP digunakan untuk menentukan bobot kriteria dan subkriteria, sedangkan metode TOPSIS digunakan untuk menentukan prioritas alternatif. Hasil penelitian menunjukkan bahwa aspek teknis memiliki bobot tertinggi sebesar 45,74%, diikuti aspek finansial sebesar 35,73%, dan aspek risiko sebesar 18,53%. Tiga subkriteria dengan bobot global tertinggi adalah Aliran Daya sebesar 19,85%, Net Present Value sebesar 12,18%, dan Hubung Singkat sebesar 11,96%. Berdasarkan hasil perhitungan metode TOPSIS, skema Hibrid memperoleh nilai preferensi tertinggi sebesar 0,64371, diikuti skema On-Grid sebesar 0,42000, dan Off-Grid sebesar 0,35629. Uji sensitivitas dengan perubahan bobot sebesar ±25% pada tiga subkriteria utama menunjukkan bahwa urutan alternatif tidak mengalami perubahan, sehingga skema Hibrid tetap berada pada peringkat pertama. Hasil penelitian ini menunjukkan bahwa kombinasi metode AHP-TOPSIS mampu menghasilkan model pengambilan keputusan yang objektif, konsisten, dan dapat digunakan sebagai alat bantu bagi PLN dalam menentukan skema operasi sinkron PLTS pelanggan.

The development of renewable energy, particularly Solar Power Plants (Photovoltaic/PV Systems), has become one of the primary strategies for supporting Indonesia's energy security and the transition toward a sustainable electricity system. As the number of customer applications for Ground-mounted and Rooftop PV grid synchronization continues to increase, PLN UP3 Bontang requires a decision-making approach capable of determining the most optimal operational scheme. Existing feasibility assessments primarily focus on the On-Grid scheme, creating the need for a comprehensive approach that evaluates all available alternatives, namely On-Grid, Off-Grid, and Hybrid, based on multiple decision criteria. This study aims to determine the optimal synchronized PV operational scheme for customers within the PLN UP3 Bontang service area by applying the Multi-Criteria Decision Making (MCDM) approach through the integration of the Analytical Hierarchy Process (AHP) and the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) methods. The AHP method was employed to determine the weights of the criteria and sub-criteria, while TOPSIS was used to rank the operational scheme alternatives. The results indicate that the technical aspect has the highest priority weight at 45.74%, followed by the financial aspect at 35.73%, and the risk aspect at 18.53%. The three highest global sub-criteria are Power Flow at 19.85%, Net Present Value at 12.18%, and Short-Circuit Analysis at 11.96%. Based on the TOPSIS analysis, the Hybrid scheme achieved the highest preference value of 0.64371, followed by the On-Grid scheme with 0.42000, and the Off-Grid scheme with 0.35629. A sensitivity analysis conducted by varying the weights of the three dominant sub-criteria by ±25% demonstrated that the ranking of alternatives remained unchanged, with the Hybrid scheme consistently ranked first. These findings indicate that the integrated AHP-TOPSIS approach provides an objective, robust, and consistent decision-support model for determining the optimal synchronized PV operational scheme for customers within PLN.
