Abstract

Penelitian ini bertujuan untuk mengembangkan Proses dan Lembar Kerja terintegrasi untuk manajemen risiko pemerintahan digital dengan menggabungkan berbagai kerangka kerja manajemen risiko, yaitu Manajemen Risiko SPBE, Manajemen Risiko Pembangunan Nasional (MRPN), dan Manajemen Risiko BPKP. Integrasi ini dirancang untuk menciptakan alat bantu yang praktis dan sistematis sebagai panduan dalam mengelola risiko operasional dan strategis secara terintegrasi. Metodologi penelitian meliputi tinjauan literatur dan peraturan yang relevan, pengumpulan dokumen terkait manajemen risiko, klasifikasi risiko ke dalam kategori operasional dan strategis, perancangan kerangka kerja integrasi dan alur kerja, serta pengembangan bukti konsep (proof of concept/PoC) untuk Lembar Kerja dan pedoman pengisiannya. Validasi dan revisi dilakukan melalui sesi umpan balik dengan para pemangku kepentingan untuk memastikan kejelasan, relevansi, dan kegunaan Lembar Kerja tersebut dalam konteks pemerintahan digital di Indonesia. Hasil penelitian ini diharapkan dapat mendukung peningkatan efektivitas manajemen risiko di lingkungan pemerintahan serta mendukung upaya reformasi birokrasi melalui penerapan manajemen risiko yang lebih terintegrasi dan komprehensif. Hasil utama penelitian ini adalah Lembar Kerja terintegrasi yang mudah diterapkan oleh berbagai unit kerja, beserta pedoman pengisian yang memfasilitasi implementasi yang praktis dan konsisten.

This study aims to develop integrated Process and Worksheets for digital government risk management by combining various risk management frameworks, namely SPBE Risk Management, National Development Risk Management (MRPN), and BPKP Risk Management. This integration is designed to create a practical and systematic tool as a guide for managing operational and strategic risks in an integrated manner. The research methodology includes a review of relevant literature and regulations, collection of risk management-related documents, classification of risks into operational and strategic categories, design of an integration framework and workflow, and development of a proof of concept (PoC) for the Worksheet and guidelines for its completion. Validation and revision were carried out through feedback sessions with stakeholders to ensure the clarity, relevance, and usefulness of the Worksheet in the context of digital government in Indonesia. The results of this research are expected to support the improvement of risk management effectiveness in the government environment and support bureaucratic reform efforts through the application of more integrated and comprehensive risk management. The main output is an integrated Worksheet that is easy to apply by various work units, along with filling guidelines that facilitate practical and consistent implementation.
