Abstract
Pengendalian biaya dan ketepatan waktu merupakan aspek dalam keberhasilan pembangunan kapal. Proyek pembangunan Kapal Ambulans V25 di Galangan Kapal X Surabaya yang direncanakan selesai dalam 18 minggu mengalami keterlambatan dua minggu dan peningkatan biaya dari Rp430 juta menjadi Rp566 juta atau sebesar 31,6%.Penelitian ini bertujuan mengembangkan framework mitigasi cost overrun dan time overrun melalui integrasi Interpretive Structural Modeling (ISM) dan Analytic Network Process (ANP). Data diperoleh melalui dokumentasi proyek dan kuesioner kepada lima pakar yang menilai enam faktor serta 23 subfaktor internal penyebab penyimpangan biaya dan waktu. ISM digunakan untuk menganalisis hubungan hierarkis, driving power, dan dependence power. ANP digunakan untuk membangun jaringan prioritas terhadap sembilan subfaktor pada kuadran independent, dengan prioritas akhir diperoleh pada lima subfaktor A1–A5, sedangkan A6–A9 berperan sebagai control node dalam hubungan ketergantungan. Hasil ISM menunjukkan bahwa perencanaan biaya yang tidak realistis (A6) berada pada level paling dasar dan memiliki daya pengaruh tertinggi sebagai faktor penggerak strategis. Hasil ANP menunjukkan bahwa kurangnya komunikasi dan koordinasi antarpihak terkait (A1) memperoleh bobot global tertinggi sebesar 0,348180, diikuti kekurangan jumlah tenaga kerja (A2) sebesar 0,258313 dan kelebihan beban kerja (A4) sebesar 0,172153. Integrasi kedua metode menunjukkan bahwa A6 perlu dikendalikan sejak tahap perencanaan, sedangkan A1 menjadi prioritas operasional selama pelaksanaan proyek. Penelitian ini menghasilkan framework mitigasi berbentuk siklus yang mencakup penetapan risiko prioritas, implementasi mitigasi, pemantauan, evaluasi efektivitas, penilaian risiko residual, dan pengambilan keputusan. Implementasinya dilengkapi early mitigation, Matriks RACI, indikator pemantauan, frekuensi evaluasi, dan mekanisme eskalasi untuk mendukung pengendalian biaya dan waktu pada proyek pembangunan kapal sejenis.

Cost control and schedule adherence are important aspects of successful shipbuilding. The V25 Ambulance Vessel construction project at Shipyard X in Surabaya was planned for completion within 18 weeks; however, it experienced a two-week delay and a cost increase from IDR 430 million to IDR 566 million, equivalent to 31.6%. This study aims to develop a mitigation framework for cost overrun and time overrun through the integration of Interpretive Structural Modeling (ISM) and the Analytic Network Process (ANP). Data were obtained from project documentation and questionnaires administered to five experts who assessed six factors and 23 internal subfactors contributing to cost and schedule deviations. ISM was used to analyse hierarchical relationships, driving power, and dependence power. ANP was used to construct a priority network for nine subfactors in the independent quadrant, with the final priorities derived from five subfactors, A1–A5, while A6–A9 served as control nodes within the dependency relationships. The ISM results show that unrealistic cost planning (A6) is positioned at the most fundamental level and has the highest driving power, making it a strategic driving factor. The ANP results indicate that inadequate communication and coordination among relevant parties (A1) obtained the highest global weight of 0.348180, followed by an insufficient number of workers (A2) at 0.258313 and excessive workload (A4) at 0.172153. The integration of both methods indicates that A6 should be controlled from the planning stage, whereas A1 should become the main operational priority during project implementation. This study produces a cyclical mitigation framework comprising priority risk determination, mitigation implementation, monitoring, effectiveness evaluation, residual risk assessment, and decision-making. Its implementation is supported by early mitigation, a RACI Matrix, monitoring indicators, evaluation frequency, and escalation mechanisms to support cost and schedule control in similar shipbuilding projects.
