Abstract
Manajemen risiko merupakan bagian penting dalam tata kelola perguruan tinggi, termasuk di Institut Teknologi Sepuluh Nopember (ITS). Pengelolaan risiko pada Program Enterprise Risk Management (ERM), Program Strategis, dan Program Insidentil saat ini masih menggunakan spreadsheet, sehingga menimbulkan kendala berupa inkonsistensi data antarunit, kesulitan konsolidasi laporan, serta keterbatasan pemantauan risiko secara waktu nyata. Tugas akhir ini bertujuan merancang Sistem Informasi Manajemen Risiko ITS yang dapat mengakomodasi ketiga program tersebut. Penelitian dilakukan secara bertahap, dimulai dengan perancangan dan pendampingan implementasi sistem awal untuk kebutuhan operasional Program ERM. Hasil tahap awal tersebut kemudian digunakan sebagai salah satu dasar penyusunan rancangan sistem yang lebih komprehensif menggunakan ICONIX Process sampai tahap detailed design. Luaran yang dihasilkan terdiri atas identifikasi aktor, use case diagram, use case specification, domain model, GUI storyboard, robustness diagram, sequence diagram, dan class diagram yang secara keseluruhan membentuk blueprint sistem. Rancangan tersebut selanjutnya diterjemahkan menjadi high-fidelity prototype menggunakan Figma. Validasi konsep dan rancangan bersama Subunit Pengelolaan Risiko ITS memperoleh nilai rata-rata 4,29 dari skala 5. Pengujian kebergunaan terhadap 10 responden menghasilkan tingkat keberhasilan tugas sebesar 100%, drop-off rate sebesar 0%, nilai rata-rata Single Ease Question sebesar 6,14 dari skala 7, dan skor rata-rata instrumen adaptasi System Usability Scale sebesar 80,75. Seluruh alur pengujian dapat diselesaikan oleh responden. Temuan utama berkaitan dengan keterlihatan elemen, konsistensi istilah, kejelasan tahapan, dan kebutuhan pengenalan awal bagi pengguna. Hasil penelitian menunjukkan bahwa blueprint telah mengakomodasi kebutuhan utama pengelolaan risiko ITS, sedangkan prototype secara umum memiliki tingkat kebergunaan yang positif. Kedua luaran tersebut dapat digunakan sebagai acuan konseptual, logis, visual, dan media komunikasi dalam pengembangan sistem selanjutnya.

Risk management is an essential component of higher education governance, including at Institut Teknologi Sepuluh Nopember (ITS). Risk management activities within the Enterprise Risk Management (ERM), Strategic, and Incidental Programs are currently carried out using spreadsheets, resulting in several challenges, including data inconsistencies across units, difficulties in consolidating reports, and limitations in monitoring risks in real time.
This final project aims to design an ITS Risk Management Information System capable of accommodating the three programs. The research was conducted in stages, beginning with the design and implementation assistance of an initial system to support the operational needs of the ERM Program. The results of this initial stage were then used as one of the foundations for developing a more comprehensive system design using the ICONIX Process up to the detailed design stage. The resulting outputs consist of actor identification, a use case diagram, use case specifications, a domain model, GUI storyboards, robustness diagrams, sequence diagrams, and class diagrams, which collectively form the system blueprint. The design was subsequently translated into a high-fidelity prototype using Figma.
The concept and design validation conducted with the ITS Risk Management Subunit obtained an average score of 4.29 out of 5. Usability testing involving 10 respondents resulted in a task success rate of 100%, a drop-off rate of 0%, an average Single Ease Question score of 6.14 out of 7, and an average adapted System Usability Scale score of 80.75. All tested flows were successfully completed by the respondents. The main findings were related to element visibility, terminology consistency, clarity of stages, and the need for initial user orientation. The results indicate that the blueprint has accommodated the main risk management requirements of ITS, while the prototype generally demonstrated a positive level of usability. Both outputs can serve as conceptual, logical, and visual references, as well as communication media for further system development.
