Abstract
Kecelakaan lalu lintas merupakan salah satu permasalahan serius di Indonesia yang hingga saat ini masih menjadi tantangan dalam penyelenggaraan sistem transportasi darat. Peningkatan jumlah kendaraan bermotor yang tidak diimbangi dengan peningkatan keselamatan jalan menyebabkan risiko terjadinya kecelakaan lalu lintas semakin tinggi. Kabupaten Lumajang sebagai salah satu wilayah strategis di Provinsi Jawa Timur dilalui oleh beberapa ruas jalan nasional yang berfungsi sebagai jalur utama pergerakan orang dan distribusi barang antarwilayah. Kondisi tersebut mengakibatkan tingginya aktivitas lalu lintas yang berpotensi meningkatkan risiko terjadinya kecelakaan. Penelitian ini bertujuan untuk menganalisis tingkat kecelakaan lalu lintas, faktor-faktor penyebab kecelakaan, hubungan jumlah kendaraan dan kecepatan terhadap kecelakaan, serta mengidentifikasi lokasi rawan kecelakaan (black site dan black spot) pada ruas jalan nasional di Kabupaten Lumajang. Hasil penelitian menunjukkan bahwa selama periode 2020–2024 terjadi 118 kejadian kecelakaan di jalan nasional Kabupaten Lumajang, dengan faktor pengemudi sebagai penyebab dominan yang terlibat dalam 113 kejadian atau sebesar 96%. Rincian penyebab yang paling dominan adalah mendahului tidak aman sebanyak 52 kasus, melampaui batas kecepatan sebanyak 24 kasus, dan ceroboh dalam mengatur lajur sebanyak 15 kasus. Beberapa kejadian kecelakaan dipicu oleh kombinasi lebih dari satu faktor (multiple sub-causes). Berdasarkan analisis black site, ruas yang teridentifikasi sebagai lokasi rawan kecelakaan adalah Ruas Batas Kabupaten Probolinggo–Grobogan, Ruas Wonorejo–Batas Kabupaten Jember, dan Ruas Batas Kabupaten Malang–Batas Kota Lumajang. Selain itu, lokasi black spot utama teridentifikasi pada segmen STA 7+100–STA 7+200 di Ruas Batas Kabupaten Probolinggo–Grobogan. Hasil analisis korelasi menunjukkan bahwa hubungan antara jumlah kendaraan (LHRT) dan jumlah kecelakaan cenderung lemah, sedangkan hubungan antara kecepatan kendaraan dan jumlah kecelakaan cenderung kuat hingga sangat kuat. Berdasarkan hasil identifikasi lokasi rawan kecelakaan, upaya penurunan angka kecelakaan direkomendasikan melalui peningkatan fasilitas keselamatan jalan, pemasangan rambu peringatan dan batas kecepatan, perbaikan kondisi infrastruktur jalan, serta pengawasan terhadap perilaku pengguna jalan dengan prioritas penanganan.

Traffic accidents remain one of the most serious problems in Indonesia and continue to pose a challenge to the implementation of the land transportation system. The increasing number of motor vehicles, which is not accompanied by corresponding improvements in road safety, has led to a higher risk of traffic accidents. Lumajang Regency, as one of the strategic regions in East Java Province, is traversed by several national road sections that serve as the main routes for the movement of people and the distribution of goods between regions. This condition results in high traffic activity, which may increase the risk of traffic accidents. This study aims to analyze traffic accident levels, accident contributing factors, the relationship between traffic volume and vehicle speed with accident occurrence, and to identify accident-prone locations (black sites and black spots) on national roads in Lumajang Regency. The results show that during the period of 2020–2024, a total of 118 traffic accidents occurred on national roads in Lumajang Regency. Driver-related factors were identified as the dominant cause, contributing to 113 accidents or approximately 96% of all cases. The most common contributing factors were unsafe overtaking (52 cases), speeding (24 cases), and improper lane discipline (15 cases). Several accidents were caused by a combination of multiple contributing factors. Based on the black site analysis, the accident-prone road sections were identified as the Probolinggo Regency Boundary–Grobogan Road Section, the Wonorejo–Jember Regency Boundary Road Section, and the Malang Regency Boundary–Lumajang City Boundary Road Section. In addition, the primary black spot was identified at STA 7+100–STA 7+200 on the Probolinggo Regency Boundary–Grobogan Road Section. The correlation analysis indicates that the relationship between traffic volume (AADT/LHRT) and the number of accidents is generally weak, while the relationship between vehicle speed and the number of accidents is strong to very strong. Based on the identified accident-prone locations, accident reduction measures are recommended through improvements in road safety facilities, installation of warning and speed limit signs, improvement of road infrastructure conditions, and stricter monitoring of road user behavior, with priority given to the identified high-risk locations.
