Abstract
Pertumbuhan unit usaha nonformal dan digital tanpa lokasi fisik tetap menyulitkan proses pendataan oleh Badan Pusat Statistik (BPS), terutama karena usaha-usaha tersebut sulit dijangkau melalui metode survei konvensional. Kondisi ini berdampak pada rendahnya partisipasi responden dan menurunnya kualitas data yang terkumpul. Di sisi lain, pemanfaatan big data oleh BPS selama ini masih bersifat teknis-operasional tanpa dukungan tata kelola yang sistematis. Penelitian ini bertujuan merancang tata kelola pemanfaatan big data yang efektif dan terarah dengan mengacu pada framework COBIT 2019. Proses penelitian meliputi studi literatur, pengukuran baseline kondisi tata kelola, penetapan target menggunakan RAACI Table (Responsible, Accountable, Consulted, Informed), serta penyusunan dan validasi model tata kelola. Validasi dilakukan secara kuantitatif melalui kuesioner untuk mengukur tingkat kesesuaian rancangan terhadap kebutuhan organisasi. Hasil dari penelitian menunjukkan bahwa seluruh objective berada pada capability level 2 (As-Is), dengan capaian aktivitas didominasi oleh kategori Not Achieved dan Partially Achieved. Berdasarkan hasil tersebut, target peningkatan (To-Be) ditetapkan pada capability level 3 untuk EDM01, EDM05, BAI01, BAI04 dan BAI05 sebagai arah perbaikan tata kelola dan manajemen.

The growth of non-formal and digital business units without fixed physical locations has created challenges for the Central Bureau of Statistics (BPS), particularly in collecting accurate data through conventional survey methods. These conditions have led to low response rates and a decline in the quality of collected data. Meanwhile, BPS's current use of big data remains focused on technical operations without being supported by a structured governance framework. This study aims to design an effective and well-directed governance model for big data utilization by adopting the COBIT 2019 framework. The research process includes literature review, baseline assessment of the existing governance conditions, target setting using the RAACI Table (Responsible, Accountable, Consulted, Informed), and the development and validation of a governance model. Validation is conducted quantitatively through structured questionnaires to measure the alignment of the proposed governance model with organizational needs. The results of the study indicate that all objectives are at Capability Level 2 (As-Is), with the achievement of activities predominantly categorized as Not Achieved and Partially Achieved. Based on these findings, the target capability (To-Be) is set at Capability Level 3 for EDM01, EDM05, BAI01, BAI04, and BAI05 as the direction for improving governance and management.
