Abstract

Faktor keandalan sistem Gardu Induk Transmisi direalisasikan melalui pemeliharaan preventif dengan sistem pemeliharaan berbasis periode waktu. Pertambahan Lokasi Gardu Induk Transmisi menyebabkan jumlah aset semakin kompleks. Selain itu, pada kondisi tertentu realisasi penjadwalan untuk pemeliharaan preventif tidak optimal akibat sumber daya yang tersedia. Penelitian ini bertujuan menentukan lokasi Gardu Induk Transmisi berdasarkan pemodelan sejumlah kriteria dan membandingkan antar alternatif sehingga skala prioritas dihasilkan berbasis hirarki dan data. Metode penelitian ini menggunakan integrasi Analytical Hierarchy Process (AHP) untuk menentukan bobot kepentingan antar kriteria, dan Preference Ranking Organization Method for Enrichment Evaluation (PROMETHEE II) sebagai metode menentukan urutan alternatif lokasi Gardu Induk Transmisi. Penelitian ini menggunakan 7 kriteria dan 19 Alternatif. Kriteria dan evaluasi matriks perbandingan berpasangan diperoleh melalui Focus Group Discussion (FGD) oleh para Ahli dan disepakati secara konsensus. Hasil Penelitian menunjukkan pada metode AHP bobot kriteria terbesar adalah Deviasi Penjadwalan (29.29%) dan bobot kriteria terkecil adalah Durasi Perjalanan (4.21%) dengan consistency ratio 0.0824. Hasil dari Metode PROMETHEE menunjukkan nilai Net Flow tertinggi pada Lokasi GI 150kV Sukolilo (0.4639) dan nilai Net Flow Terendah pada Lokasi GIS 150kV Simpang (-0.3472). Hasil Analisis Sensitivitas dengan menaikkan dan menurunkan bobot kriteria sebesar 5%, 10% dan 15% menunjukkan perubahan yang tidak signifikan dari standar deviasi dan peringkat lokasi.

Transmission Substations Reliability is achieved through preventive maintenance using a time-based maintenance system. The increased number of substation locations has led to greater complexity in asset management. Furthermore, under certain conditions the implementation of maintenance schedules is suboptimal due to available resource constraints. This study aims to determine the optimal locations for transmission substations by modeling various criteria and comparing alternatives to establish a prioritization scale based on a hierarchical framework and data. The methods used in this study involve the integration of the Analytical Hierarchy Process (AHP) to determine the weights of importance among criteria, and the Preference Ranking Organization Method for Enrichment Evaluation (PROMETHEE II) as the method for ranking alternative substations. This study utilizes 7 criteria and 19 alternative locations. The criteria and pairwise comparison evaluation were obtained through a Focus Group Discussion (FGD) by experts. The research results show that using the AHP method the criterion with the highest weight is Scheduling Deviation (29.29%) and the lowest weight is Travel Duration (4.21%), with a consistency ratio of 0.0824. Results from the PROMETHEE method show the highest Net Flow at the Sukolilo Substation (0.4639) and the lowest at the Simpang Substation (-0.3472). The results of the Sensitivity Analysis, which involved increasing and decreasing weights by 5%, 10%, and 15%, showed no significant changes in the standard deviation or location rankings.
