Abstract
PLTA Cirata merupakan pembangkit listrik tenaga air strategis dalam sistem kelistrikan Jawa–Madura–Bali dengan kapasitas terpasang 1.008 MW yang terdiri atas delapan unit pembangkit. Sebagai pembangkit peaker, PLTA Cirata beroperasi dengan pola start-stop yang intensif untuk mendukung beban puncak, menjaga kestabilan frekuensi, dan menyediakan cadangan daya. Karakteristik tersebut, ditambah usia pembangkit yang telah mencapai 30–40 tahun, menyebabkan penentuan prioritas start unit menjadi penting dalam menjaga keandalan pembangkit. Data historis menunjukkan ketidakseimbangan jam operasi antar unit yang berpotensi menyebabkan over-maintenance, under-utilization, dan peningkatan risiko forced outage. Hingga saat ini, penentuan prioritas start unit masih berfokus pada aspek Readiness to Operation dan belum didukung guideline yang mengintegrasikan aspek operasi dan pemeliharaan. Oleh karena itu, penelitian ini bertujuan mengembangkan guideline penentuan prioritas start unit PLTA Cirata menggunakan metode Decision Making Trial and Evaluation Laboratory (DEMATEL) dan Analytic Network Process (ANP). DEMATEL digunakan untuk mengidentifikasi hubungan sebab-akibat antar kriteria, sedangkan ANP digunakan untuk menentukan bobot prioritas kriteria dan sub-kriteria. Hasil DEMATEL menunjukkan bahwa Readiness to Operation memiliki nilai centrality tertinggi sebesar 15,022 dan menjadi faktor paling dominan, sedangkan Readiness to Operation dan Work Request to Corrective Maintenance termasuk kelompok cause, serta Recommendation of Condition Based Maintenance dan Operating Hours termasuk kelompok effect. Hasil ANP menunjukkan bobot prioritas berturut-turut sebesar 50,00%, 20,61%, 15,26%, dan 14,13%. Penelitian ini menghasilkan guideline prioritas start berbasis DEMATEL–ANP yang mampu mendukung pengambilan keputusan operasional secara lebih objektif, terstruktur, dan konsisten, serta berpotensi meningkatkan efektivitas pemeliharaan, keandalan pembangkit, efisiensi operasional, dan pencapaian kontrak kinerja perusahaan.

Cirata Hydroelectric Power Plant (PLTA Cirata) is a strategic hydropower plant within the Java–Madura–Bali interconnected power system, with an installed capacity of 1,008 MW consisting of eight generating units. As a peaker power plant, PLTA Cirata operates under an intensive start-stop pattern to support peak load demand, maintain system frequency stability, and provide reserve power. These operational characteristics, combined with the plant's age of 30–40 years, make the determination of unit start priority essential for maintaining power plant reliability. Historical operational data indicate an imbalance in operating hours among generating units, which may lead to over-maintenance, under-utilization, and an increased risk of forced outages. To date, the determination of unit start priority has primarily focused on the Readiness to Operation criterion and has not been supported by a guideline that integrates both operational and maintenance aspects. Therefore, this study aims to develop a guideline for determining the start priority of generating units at PLTA Cirata using the Decision Making Trial and Evaluation Laboratory (DEMATEL) and Analytic Network Process (ANP) methods. DEMATEL was employed to identify the causal relationships among the criteria, while ANP was used to determine the priority weights of the criteria and sub-criteria. The DEMATEL results indicate that Readiness to Operation has the highest centrality value of 15.022, making it the most influential criterion. Furthermore, Readiness to Operation and Work Request to Corrective Maintenance are classified as cause factors, whereas Recommendation of Condition Based Maintenance and Operating Hours are categorized as effect factors. The ANP results show that the priority weights of the criteria are 50.00%, 20.61%, 15.26%, and 14.13%, respectively. This study produces a DEMATEL–ANP-based start priority guideline that supports a more objective, structured, and consistent operational decision-making process while potentially improving maintenance effectiveness, power plant reliability, operational efficiency, and the achievement of the company's performance contract targets.
