Abstract

Penetapan lokasi penyimpanan material merupakan keputusan strategis yang memengaruhi efisiensi operasional, biaya logistik, dan keandalan pengelolaan material. PT PLN (Persero) UP2D Lampung menghadapi keterbatasan kapasitas gudang internal sehingga sebagian material disimpan pada unit lain yang berjarak hingga 46,8 km. Kondisi tersebut meningkatkan biaya penyimpanan dan transportasi serta berpotensi mengurangi efektivitas pengelolaan inventori. Penelitian ini bertujuan menyusun model pengambilan keputusan multi-kriteria untuk menentukan lokasi penyimpanan material yang optimal menggunakan pendekatan Multi-Criteria Decision Making (MCDM) melalui integrasi metode Analytical Hierarchy Process (AHP) dan Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). Identifikasi kriteria dilakukan melalui diskusi dengan para ahli dan manajer pengelola material sehingga diperoleh 4 (empat) kriteria dan 6 (enam) sub-kriteria, dimana kriteria yang digunakan dalam penelitian yaitu, kapasitas lahan, sumber daya, kualitas manajemen, dan efisiensi operasional. Sedangkan sub-kriteria yang digunakan adalah luas wilayah gudang, jumlah pegawai & tenaga outsourcing, ketersediaan driver mobil gold, nilai maturity level, inventory turn over (ITO), dan luas wilayah kerja. Metode AHP digunakan untuk menentukan bobot kepentingan setiap kriteria dan sub-kriteria, sedangkan TOPSIS digunakan untuk mengevaluasi dan menentukan peringkat alternatif lokasi gudang. Sebanyak 5 kandidat lokasi penyimpanan material yang dilibatkan. Hasil penelitian menunjukkan bahwa Gudang Tanjung Karang merupakan alternatif lokasi penyimpanan material terbaik berdasarkan nilai preferensi tertinggi dengan nilai 0,695. Penelitian ini membuktikan bahwa integrasi AHP–TOPSIS mampu menghasilkan proses pengambilan keputusan yang objektif, sistematis, dan terukur dalam penetapan lokasi penyimpanan material serta dapat dijadikan sebagai model pendukung keputusan pada pengelolaan gudang di PT PLN (Persero).

Determining the location for material storage is a strategic decision that affects operational efficiency, logistics costs, and the reliability of material management. PT PLN (Persero) UP2D Lampung faces limitations in internal warehouse capacity, resulting in some materials being stored at other units located up to 46.8 km away. This situation increases storage and transportation costs and has the potential to reduce the effectiveness of inventory management. This study aims to develop a multi-criteria decision-making model to determine the optimal location for material storage using the Multi-Criteria Decision Making (MCDM) approach through the integration of the Analytical Hierarchy Process (AHP) and the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). Criteria were identified through discussions with experts and materials management managers, resulting in 4 (four) criteria and 6 (six) sub-criteria. The criteria used in this study are land capacity, resources, management quality, and operational efficiency. The sub-criteria used were warehouse area, number of employees and outsourced staff, availability of truck drivers, maturity level, inventory turnover (ITO), and work area. The AHP method was used to determine the weight of each criterion and sub-criterion, while TOPSIS was used to evaluate and rank the alternative warehouse locations. A total of 5 candidate material storage locations were considered. The results of the study indicate that the Tanjung Karang Warehouse is the best alternative location for material storage based on the highest preference value of 0.695. This study demonstrates that the integration of AHP and TOPSIS is capable of producing an objective, systematic, and measurable decision-making process for determining material storage locations and can serve as a decision-support model for warehouse management at PT PLN (Persero).
