Abstract

Konteks: Government Research and Innovation Management System (GRIMS) merupakan sistem informasi manajemen riset yang mendukung pengelolaan kajian secara terintegrasi di lingkungan pemerintahan. Pemerintah Kota Surabaya memerlukan sistem ini untuk mengatasi fragmentasi pengelolaan kajian, meningkatkan kolaborasi lintas OPD, serta mendukung penyusunan kebijakan berbasis bukti.
Permasalahan: Penelitian terdahulu menunjukkan bahwa Lean UX masih diterapkan secara manual, sedangkan AI-Assisted Design dan prinsip Human-Centered Artificial Intelligence (HCAI) belum banyak diintegrasikan dalam perancangan sistem informasi pemerintahan. Akibatnya, belum tersedia kerangka kerja yang menggabungkan ketiga pendekatan tersebut untuk mendukung pengembangan GRIMS.
Tujuan: Penelitian ini bertujuan mengembangkan kerangka kerja perancangan desain antarmuka yang mengintegrasikan Lean UX, AI-Assisted Design, dan prinsip HCAI, serta mengimplementasikannya pada perancangan antarmuka GRIMS di BRIDA Kota Surabaya.
Data dan Metode: Penelitian menggunakan data hasil wawancara, observasi, Focus Group Discussion (FGD), studi dokumen, dan studi literatur. Metode penelitian terdiri atas pengembangan kerangka kerja integrasi Lean UX, AI-Assisted Design, dan HCAI, kemudian implementasinya pada perancangan antarmuka GRIMS melalui tahapan Lean UX yang dievaluasi menggunakan System Usability Scale (SUS) dan User Experience Questionnaire (UEQ).
Hasil: Penelitian ini menghasilkan kerangka kerja yang mengintegrasikan Lean UX, AI-Assisted Design, dan prinsip Human-Centered Artificial Intelligence (HCAI) sebagai pendekatan perancangan desain antarmuka sistem informasi pemerintahan. Kerangka kerja tersebut kemudian diimplementasikan pada perancangan prototipe high-fidelity GRIMS yang terdiri atas enam modul utama yaitu Dashboard Analitik, Manajemen Kajian, Pengecekan dan Persetujuan, Manajemen Kemitraan, Manajemen Pendanaan, serta Manajemen Publikasi. Hasil evaluasi menunjukkan peningkatan skor System Usability Scale (SUS) dari 58,25 menjadi 81, sedangkan User Experience Questionnaire (UEQ) memperoleh nilai positif pada seluruh skala dengan rentang 1,788 hingga 1,908, yang menunjukkan bahwa rancangan memiliki tingkat kegunaan dan pengalaman pengguna yang baik. Selain itu, validasi ahli terhadap model integrasi Lean UX dan HCAI memperoleh skor rata-rata 4,49 dari skala 5, yang mengonfirmasi kelayakan model sebagai kerangka perancangan desain antarmuka untuk sistem informasi pemerintahan. Serta validasi pengguna terhadap kesesuaian desain antarmuka dengan proses bisnis saat ini memperoleh skor 4,61 pada skala 5, yang menunjukkan bahwa GRIMS yang dirancang cukup tepat dan relevan dengan pengelolaan kajian saat ini.
Kontribusi: Penelitian ini berkontribusi menyediakan kerangka kerja perancangan desain antarmuka berbasis Lean UX, AI-Assisted Design, dan prinsip HCAI sebagai acuan pengembangan sistem informasi pemerintahan. Implementasinya pada GRIMS dapat meningkatkan kualitas perancangan antarmuka, efektivitas pengelolaan kajian, dan kolaborasi lintas OPD.

Context: The Government Research and Innovation Management System (GRIMS) is a research management information system designed to support the integrated management of policy research within government institutions. The Surabaya City Government requires such a system to overcome fragmented research management, enhance cross-departmental collaboration, and support evidence-based policymaking.
Problem: Previous studies indicate that Lean UX has primarily been applied manually, while AI-Assisted Design and the principles of Human-Centered Artificial Intelligence (HCAI) have rarely been integrated into the design of government information systems. Consequently, there is a lack of a comprehensive framework that combines these three approaches to support the development of GRIMS.
Objective: This study aims to develop a user interface design framework that integrates Lean UX, AI-Assisted Design, and HCAI principles, and to implement the framework in designing the GRIMS user interface for the BRIDA of Surabaya City.
Data and Methods: The study employs data collected through interviews, observations, Focus Group Discussions (FGDs), document analysis, and literature review. The research consists of two main stages: developing an integrated framework based on Lean UX, AI-Assisted Design, and HCAI principles, followed by its implementation in the GRIMS user interface design through the Lean UX process. The resulting design is evaluated using the System Usability Scale (SUS) and the User Experience Questionnaire (UEQ).
Results: This research developed a framework that integrates Lean UX, AI-Assisted Design, and Human-Centered Artificial Intelligence (HCAI) principles as an approach for designing user interfaces for government information systems. The proposed framework was implemented in the development of a high-fidelity GRIMS prototype comprising six main modules: Analytics Dashboard, Research Management, Review and Approval, Partnership Management, Funding Management, and Publication Management. The evaluation results demonstrated an improvement in the System Usability Scale (SUS) score from 58.25 to 81, while the User Experience Questionnaire (UEQ) yielded positive scores across all six dimensions, ranging from 1.788 to 1.908, indicating good usability and user experience. Furthermore, expert validation of the integrated Lean UX and HCAI framework achieved an average score of 4.49 out of 5, confirming its feasibility as a user interface design framework for government information systems. And user validation of the suitability of the interface design with the current business process obtained a score of 4.61 on a scale of 5, which indicates that the designed GRIMS is quite appropriate and relevant to the current study management.
Contribution: This study contributes an integrated UI design framework based on Lean UX, AI-Assisted Design, and HCAI principles as a reference for developing government information systems. Its implementation in GRIMS is expected to improve user interface design quality, enhance the effectiveness of research management, and strengthen cross-sector collaboration within the Surabaya City Government.
