Abstract
Meningkatnya jumlah jemaah haji dan umrah di Indonesia mendorong pertumbuhan industri ritel perlengkapan haji dan umrah, sehingga perusahaan ritel di bidang ini menghadapi berbagai risiko operasional pada proses pemenuhan produk outlet. Perusahaan Retail Produk Haji/Umrah menghadapi risiko seperti keterlambatan pengiriman produk impor, ketidaksesuaian jumlah barang pada proses picking, potensi overstock maupun stockout, serta risiko kerusakan dan kedaluwarsa produk makanan. Penanganan risiko yang dilakukan perusahaan saat ini masih bersifat reaktif dan belum optimal, sehingga penerapan manajemen risiko menjadi penting untuk meningkatkan efektivitas pengendalian operasional dan meminimalkan potensi kerugian. Penelitian ini bertujuan mengidentifikasi risiko operasional pada proses pemenuhan produk outlet, mengevaluasi tingkat risiko berdasarkan parameter Severity, Occurrence, dan Detection, menentukan prioritas risiko menggunakan Risk Priority Number (RPN), serta merumuskan strategi mitigasi. Metode yang digunakan adalah Failure Mode and Effect Analysis (FMEA), difokuskan pada proses pemesanan barang, inventory (penerimaan hingga penyimpanan barang di gudang), distribusi barang ke outlet, dan pengelolaan produk di outlet. Data diperoleh melalui wawancara, kuesioner, observasi, dan dokumen SOP perusahaan, yang divalidasi bersama Management Representative. Hasil penelitian mengidentifikasi 71 risiko pada keempat proses, dengan total 93 kombinasi risiko-dampak yang dinilai RPN-nya. Melalui seleksi menggunakan prinsip Pareto, diperoleh 64 kombinasi risiko-dampak prioritas, terdiri dari 8 kategori Finansial, 44 Operasional, 3 Reputasi, dan 9 Kepatuhan & K3. Risiko dengan RPN tertinggi adalah keterlambatan pemesanan barang ke pemasok akibat kendala impor, transportasi, dan perizinan (RPN 336). Berdasarkan kriteria RPN dan level Severity, dirumuskan strategi mitigasi berupa 1 strategi menghindari, 3 strategi mengalihkan, 33 strategi mengurangi, dan 27 strategi menerima, yang dapat menjadi acuan bagi perusahaan dalam menyusun prioritas perbaikan proses pemenuhan produk outlet.

The increasing number of Hajj and Umrah pilgrims in Indonesia is driving growth in the retail industry for Hajj and Umrah supplies, causing retail companies in this sector to face various operational risks in their outlet product fulfillment process. Perusahaan Retail Produk Haji/Umrah faces risks such as delays in the delivery of imported products, discrepancies in goods quantity during picking, potential overstock or stockouts, and the risk of damage and expiration of food products. The company's current risk handling remains reactive and not yet effective, so risk management is crucial for improving operational control and minimizing potential losses. This study aims to identify operational risks in the outlet product fulfillment process, evaluate risk levels based on Severity, Occurrence, and Detection parameters, determine risk priorities using the Risk Priority Number (RPN), and formulate mitigation strategies. The method used is Failure Mode and Effect Analysis (FMEA), focused on the ordering process, inventory (receipt to storage in the warehouse), distribution to outlets, and product management at outlets. Data were obtained through interviews, questionnaires, observations, and company SOP documents, validated with the company's Management Representative. The study identified 71 risks across the four processes, with 93 risk-impact combinations assessed for RPN. Through Pareto-based selection, 64 priority risk-impact combinations were obtained: 8 Financial, 44 Operational, 3 Reputational, and 9 Compliance & Occupational Health and Safety (K3). The risk with the highest RPN was the delay in ordering to the supplier due to import, transportation, and licensing constraints (RPN 336). Based on the RPN and Severity level criteria, mitigation strategies were formulated, 1 Avoid, 3 Transfer, 33 Reduce, and 27 Accept, serving as a reference for the company in prioritizing improvements to the outlet product fulfillment process.
