Abstract

Dalam dekade terakhir, terdapat peningkatan yang stabil untuk implementasi Manajemen Proyek di berbagai sektor bisnis untuk mengamankan keunggulan kompetitif. Salah satu penilaian keunggulan terletak dari tata letak proyek. Tata kelola proyek yang baik untuk manajemen proyek mencakup sistem nilai, tanggung jawab, proses, dan kebijakan yang memungkinkan proyek mencapai tujuan organisasi demi kepentingan tertinggi semua pemangku kepentingan, baik internal dan eksternal, dan perusahaan itu sendiri. Dalam upaya menanggulangi dan memecahkan masalah yang ditemukan pada proyek, maka muncul struktur baru di beberapa organisasi, seperti Project Management Office (PMO), untuk meningkatkan pelaksanaan proyek dan menghindari pemborosan sumber daya. Penelitian ini dilakukan terhadap PT PQR. PT PQR merupakan perusahaan yang bergerak dibidang perkapalan dan pengelola pelabuhan. Dengan armada lebih dari 200 kapal dan mengelola lebih dari 30 pelabuhan, cakupan bisnis PT PQR sangatlah luas dan memiliki kompleksitas yang tinggi. Dengan semakin meningkatnya jumlah serta kompleksitas proyek-proyek yang ada dalam lingkup perusahaan, pada tahun 2021, berbarengan dengan proses restrukturisasi yang sedang dijalankan Perusahaan, dibentuklah secara resmi melalui Surat Keputusan Direksi sebuah Fungsi dengan nama Koordinator Project Management Office sebagai sebuah entitas fungsional di perusahaan yang berfungsi untuk menjadi komando pengelolaan proyek pada tingkat Perusahaan (enterprise-level). Melalui penelitian ini penulis akan melakukan penilaian tingkat kematangan PMO menggunakan metode PMO Maturity Cube dan kemudian dari hasil penilaian tersebut akan disusun strategi pengembangan PMO PT PQR.

In the last decade, the application of Project Management in various business sectors has continued to experience rapid growth in order to gain competitive advantage. One of the assessments of excellence lies in the project layout. Good project governance for project management includes a system of values, responsibilities, processes, and policies that enable projects to achieve organizational goals by prioritizing the interests of all stakeholders, both internal and external, and the company itself. To overcome and solve problems in the project, a new structure has emerged in several organizations, such as the Project Management Office (PMO), to improve project implementation and avoid waste of resources. This research was conducted at PT PQR. PT PQR is a company engaged in the field of shipping and port management. With a fleet of more than 200 ships and managing more than 30 ports, PT PQR's business scope is comprehensive and has high complexity. With the increasing number and complexity of projects in the company, in 2021, along with the restructuring process being carried out by the Company, a function called the Project Management Office Coordinator was officially formed through a Decree of the Board of Directors as a functional entity in the company that functions as a project management command at the Company level (enterprise-level). Through this research, the author will assess the level of PMO maturity using the PMO Maturity Cube method and then from the results of the assessment a PMO development strategy for PT PQR will be prepared
