Abstract

Abstrak Penelitian ini akan mengkaji manajemen lalu lintas pada Ruang Tunggu Kendaraan (RTK) Pelabuhan Tanjung Perak dengan fokus Terminal Jamrud Utara serta keterkaitannya dengan RTK Surabaya Veem/Jamrud Selatan, karena keterbatasan kapasitas RTK memicu limpasan parkir/antrean ke jalan sekitar. Kapasitas gabungan RTK eksisting hanya 230 Satuan Ruang Parkir (SRP) dengan 53 SRP roda 4, 76 SRP truk JBB 8 ton, dan 101 SRP truk 20 ft, sehingga tidak mencukupi saat tiga kapal sandar (±240 kendaraan) maupun lima kapal sandar (±360 kendaraan) dan berdampak pada melubernya truk (termasuk Over Dimension Over Load / ODOL) hingga bahu/badan Jalan Perak Barat dan Jalan Perak Timur. Penelitian ini menjawab pertanyaan kondisi eksisting, kebutuhan ruang tunggu, serta rancangan manajemen lalu lintas RTK baru, termasuk pada skenario lima kapal roll-on/roll-off (Ro-Ro) bertambat serentak. Metode yang digunakan meliputi survei dan pengukuran lapangan serta pengumpulan data sekunder, mencakup volume–komposisi kendaraan di akses dan gerbang, waktu kedatangan/keluar untuk memperoleh durasi tunggu, akumulasi, dan indeks parkir, serta waktu pelayanan pada gerbang. Analisis dilakukan melalui perhitungan kapasitas SRP, evaluasi derajat kejenuhan akses, pemodelan antrean pada gerbang, dan pembacaan Berth Occupancy Ratio (BOR) berbasis kondisi eksisting (tanpa proyeksi tahunan) untuk mengaitkan pola sandar kapal dengan puncak penumpukan kendaraan. Hasil yang didapatkan adalah RTK eksisting ditambah RTK baru tetap tidak cukup untuk menampung jumlah kendaraan pada kondisi eksisting dengan BOR 70% dimana dalam 1 hari dengan 12 kapal bertambat dan total kendaraan yaitu 756 kendaraan. Tidak terjadi antrean di Pelabuhan Tanjung Perak tetapi manajemen lalu lintas yang baru setidaknya mengurangi beberapa perselisihan di dalam Pelabuhan Tanjung Perak.

Abstract for this study will examine the traffic management in The Waiting Room vehicle (RTK) Port of Tanjung Perak with the focus of the North Jamrud Terminal and its relationship with RTK Surabaya Veem/South Jamrud, due to limited capacity RTK triggered runoff parking/queue to the road around. The combined capacity of the existing RTK is only 230 units of parking space (SRP) with 53 SRP 4 wheels, 76 SRP 8 ton JBB trucks, and 101 SRP 20 ft trucks, so it is not sufficient when three docked ships (±240 vehicles) and five docked ships (±360 vehicles) and have an impact on the overflow of trucks (including Over Dimension Over Load / ODOL) to the shoulders/bodies of West Perak street and East Perak Street. This study answers the question of existing conditions, the need for waiting rooms, as well as the design of new RTK traffic management, including the scenario of five roll-on/roll off (Ro-Ro) ships moored simultaneously. The methods used include field surveys and measurements as well as secondary data collection, covering the volume–composition of vehicles at the access and gate, arrival/exit time to obtain the waiting duration, accumulation, and Parking Index, as well as service time at the gate. Analysis was conducted through the calculation of SRP capacity, evaluation of the degree of saturation of access, modeling the queue at the gate, and the reading of Berth Occupancy Ratio (BOR) based on existing conditions (without annual projections) to associate the ship berthing pattern with the peak of vehicle buildup. The results showed that the existing RTK plus the new RTK were still insufficient to accommodate the current number of vehicles, with a BOR of 70%, with 12 ships moored and a total of 756 vehicles per day. While there were no queues at Tanjung Perak Port, the new traffic management did at least reduce some of the clashes within Tanjung Perak Port.
