Abstract

Keterbatasan ketersediaan lahan di kawasan perkotaan, khususnya pada lokasi strategis, menuntut pemanfaatan lahan secara optimal agar dapat menghasilkan nilai ekonomi yang maksimum. Kota Malang sebagai salah satu pusat perdagangan, jasa, dan pariwisata di Jawa Timur mengalami perkembangan pesat di sektor properti seiring dengan pertumbuhan penduduk dan aktivitas ekonomi. Salah satu lahan yang memiliki potensi untuk dikembangkan namun belum dimanfaatkan secara optimal adalah lahan kosong seluas 3.400 m² yang terletak di Jalan Danau Kerinci, Kota Malang. Lokasi lahan berada di kawasan perkotaan, dekat dengan gerbang tol, serta dikelilingi aktivitas perdagangan dan permukiman. Maka dari itu perlu dilakukan analisis dengan metode Highest and Best Use agar dapat menemukan alternatif properti apa saja yang dapat dibangun dan menganalisis produktivitas maksimum masing-masing alternatif properti yang sudah ditentukan. Metodologi yang digunakan dalam analisis ini dimulai dengan penetapan alternatif properti dengan wawancara , observasi wilayah sekitar lahan, historical analysis, dan riset pasar. Kemudian dilakukan analisis pada semua alternatif properti meliputi analisis aspek legal untuk menganalisis zoning dan building code; aspek fisik menganalisis ukuran dan bentuk lahan, utilitas, aksesibilitas, dan desain skematik; aspek finansial menganalisis biaya investasi, pendapatan, pengeluaran, dan nilai properti tiap alternatif; dan semua alternatif properti dihitung masing-masing produktivitas maksimumnya. Berdasarkan analisis dalam penelitian ini, dari tiga alternatif properti pengembangan lahan yang diuji, yaitu Perumahan, Kompleks Ruko, dan Sentra Kuliner, Kompleks Ruko merupakan alternatif properti yang mengalami peningkatan nilai lahan terbesar dari Rp 4.186.030,50/m² menjadi Rp 7.604.334,77/m² atau memiliki potensi peningkatan nilai lahan sebesar Rp 3.418.304/m² dengan tingkat produktivitas sebesar 181,66%.

The limited availability of land in urban areas, particularly in strategic locations, demands optimal land utilization to generate maximum economic value. Malang City, as one of the centers of trade, services, and tourism in East Java, is experiencing rapid development in the property sector in line with population growth and economic activity. One piece of land that has potential for development but has not been optimally utilized is a 3.400 m² vacant lot located located on Danau Kerinci Street, Malang City. The land is situated in an urban area, close to a toll gate, and surrounded by commercial and residential activities. Therefore, it is necessary to conduct an analysis using the Highest and Best Use method to identify what property alternatives can be develop to analyze the maximum productivity of each predetermined property alternative. The methodology used in this analysis begins with the determination of properti alternatives through interviews, field observations, historical analysis, and market research. Subsequently, all property alternatives are analyzed across several aspects, including legal aspects to examine zoning and building codes; physical aspects covering land size and shape, utilities, accessibility, and schematic design; financial aspects analyzing investment costs, revenues, expenditures, and property value for each alternative; and the maximum productivity of each property alternative is calculated. Based on the analysis conducted in this study, of the three property development alternatives examined, Residential Housing, Shophouse Complex, and Culinary Center, the Shophouse Complex alternative has the potential to generate the highest land value, increasing from Rp 4.186.030,50/ m² to Rp 7.604.334,77/m², with a potential land value increase of Rp 3.418.304/m² with a productivity rate of 181,66%.
