Abstract
Masalah pengangguran dan kemiskinan di Indonesia menjadi polemik
berkepanjangan hingga saat ini. Pada tahun 2013, Jawa Timur merupakan
provinsi dengan jumlah kemiskinan terbanyak di Indonesia sejumlah 4.865.820
jiwa. Pemerintah memiliki peran penting dalam menentukan kebijakan-kebijakan
yang konstruktif agar tercapai kelangsungan stabilitas sosial-ekonomi. Kebijakan
fiskal ditetapkan untuk mengatur jalannya perekonomian melalui pengelolaan
penerimaan dan pengeluaran pembangunan. Pengeluaran pembangunan yang
menjadi perhatian adalah pengeluaran untuk tiga sektor utama, yaitu sektor
ekonomi, pendidikan dan kesehatan. Metode yang dapat digunakan untuk
mengestimasi beberapa respon dalam model ekonometrika adalah Seemingly
Unrelated Regression (SUR). SUR telah diterapkan dalam banyak penelitian
ekonomi dan bidang lainnya. Kemudian, Spatial Seemingly Unrelated Regression
(SUR Spasial) dikembangkan untuk menyelesaikan efek spasial antar lokasi.
Berdasarkan model SUR-SAR, diperoleh R-squared untuk model pengeluaran
pemerintah daerah sektor ekonomi, kesehatan dan pendidikan berturut-turut
sebesar 73,6%; 74,6% dan 80,7%.

Problems of unemployment and poverty in Indonesia is a long polemic until now.
In 2013, East Java, the province with the highest poverty rate in Indonesia a
number of 4.86582 million people. Governments have an important role in
determining the constructive policies in order to achieve socio-economic stability
continuity. Fiscal policy assigned to set the course of the economy through
revenue management and development expenditure. Development expenditures
are expenditures of concern for three main sectors, namely the economic,
education and health. The method can be used to estimate some of the responses
in the econometric model is Seemingly Unrelated Regression (SUR). SUR has
been applied in many other fields of research and economics. Then, Spatial
Seemingly Unrelated Regression (Spatial SUR) was developed to resolve the
spatial effects between locations. Based on SUR-SAR models, obtained by the Rsquared
for the model of local government spending the economy, health and
education, respectively for 73.6%; 74.6% and 80.7%.
