Abstract
Housing stress merupakan kondisi tekanan finansial yang timbul akibat tingginya beban biaya perumahan terhadap kemampuan ekonomi rumah tangga. Kondisi ini berdampak pada kualitas hidup rumah tangga melalui berkurangnya kemampuan mereka dalam memenuhi kebutuhan non perumahan seperti pangan, kesehatan, pendidikan, dan kebutuhan dasar lainnya. Fenomena ini menjadi isu penting pada perumahan MBR maupun Non MBR di Kabupaten Gresik. Oleh karena itu, penelitian ini bertujuan untuk mengukur, mengidentifikasi, dan menganalisis tingkat housing stress pada dua tipologi hunian yaitu MBR dan Non MBR di Kabupaten Gresik serta implikasinya terhadap kualitas hidup (QoL) masyarakat. Penelitian ini merupakan penelitian kuantitatif dengan pendekatan deksriptif-komparatif-asosiatif yang melibatkan 224 responden. Analisis dilakukan menggunakan statistik deskriptif dan uji beda Mann-Whitney U untuk mengukur tingkat housing stress, binary deprivation analysis untuk mengidentifikasi komponen pengeluaran yang terdampak, uji chi-square untuk mengetahui perbedaan pola pengorbanan komponen pengeluaran antara kelompok MBR dan Non MBR, serta statistik deskriptif dan uji beda untuk menganalisis implikasinya terhadap kualitas hidup. Hasil penelitian menunjukkan bahwa 63% penghuni perumahan MBR dan 79,4% penghuni perumahan Non MBR mengalami housing stress. Hasil uji beda Mann Whitney-U menunjukkan tidak terdapat perbedaan signifikan tingkat housing stress antara kedua kelompok (Sig.0,354). Komponen pengeluaran yang paling terdampak adalah hiburan dan sosial (64,8%) serta barang dan jasa (62,3%), mengindikasikan bahwa pengeluaran non esensial menjadi buffer utama yang dipangkas ketika rumah tangga mengalami tekanan biaya hunian. Hasil uji chi-square menunjukkan tidak terdapat perbedaan yang signifikan pada seluruh komponen pengeluaran antara kedua kelompok (p>0,05).Hasil pengukuran kualitas hidup menunjukkan bahwa kelompok MBR memiliki rata-rata skor QoL yang lebih tinggi (3,74) dibandingkan kelompok Non MBR (3,63), meskipun secara statistik tidak terdapat perbedaan yang signifikan antara kedua kelompok (Sig.0,671). Temuan ini menunjukkan bahwa hubungan antara housing stress dan kualitas hidup tidak bersifat langsung dan linier, melainkan bergantung pada kemampuan masing-masing rumah tangga dalam mengelola sisa pendapatan setelah membayar biaya hunian dan kapasitas adaptasi mereka terhadap tekanan finansial yang dihadapi.

Housing stress is a condition of financial pressure arising from the high burden of housing costs relative to household economic capacity. This condition is associated with household quality of life through the reduced ability of households to meet non-housing needs such as food, healthcare, education, and other basic necessities. This phenomenon has become a significant issue in both MBR (subsidized low-income) and Non-MBR (non-subsidized commercial) housing in Gresik Regency. Therefore, this study aims to measure, identify, and analyze the level of housing stress across two housing typologies MBR and Non-MBR in Gresik Regency, as well as its implications for residents' quality of life (QoL). This study employs a quantitative approach using descriptive-comparative-associative methods involving 224 respondents. The analysis was conducted using descriptive statistics and the Mann-Whitney U test to measure housing stress levels, binary deprivation analysis to identify affected expenditure components, chi-square tests to examine differences in expenditure sacrifice patterns between MBR and Non-MBR groups, and descriptive statistics and the Mann-Whitney U test to analyze the association with quality of life. The results indicate that 63% of MBR households and 79.4% of Non-MBR households experienced housing stress. The Mann-Whitney U test revealed no statistically significant difference in housing stress levels between the two groups (Sig.0,354). The most affected expenditure components were entertainment and social activities (64.8%) and goods and services (62.3%), indicating that non-essential expenditures serve as the primary buffer that households first reduce when facing housing cost pressure. Chi-square tests showed no statistically significant differences across all expenditure components between the two groups (p>0.05). Quality of life measurements revealed that MBR households had a higher average QoL score (3.74) compared to Non-MBR households (3.63), with the Mann-Whitney U test indicating no significant difference across all QoL components and overall average QoL (Sig.0,671). These findings suggest that the association between housing stress and quality of life is not direct or linear, but rather depends on each household's ability to manage residual income after housing costs are paid and their capacity to adapt to the financial pressures they face.
