Abstract
Penyelenggaraan Sistem Pemerintahan Berbasis Elektronik (SPBE) di Pemerintah Kota Kediri dihadapkan pada tantangan fragmentasi sistem dan silo data akibat tingginya ego sektoral, di mana pembangunan lebih dari 169 aplikasi saat ini masih berorientasi system-centric. Penelitian ini bertujuan untuk mengevaluasi tingkat kematangan interoperabilitas layanan publik digital secara mikroskopis menggunakan instrumen Interoperability Maturity Assessment of a Public Service (IMAPS) yang diadaptasi dari European Interoperability Framework (EIF). Penelitian ini menggunakan pendekatan Kuantitatif Deskriptif Evaluatif dengan menetapkan 15 aplikasi prioritas sebagai unit analisis. Pengumpulan data dilakukan melalui metode Guided Self-Assessment yang disilangkan dengan triangulasi bukti independen (expert adjustment) guna meminimalisasi self-serving bias. Hasil uji validitas pakar menunjukkan instrumen ini valid secara kontekstual dengan nilai Content Validity Index (CVI) sebesar 83,3%. Hasil pengukuran mengonfirmasi bahwa agregat kematangan interoperabilitas Pemerintah Kota Kediri berada pada Level 3 (Essential ). Analisis kesenjangan mengungkap fenomena overestimation yang ekstrem pada aspek konsumsi data akibat ketiadaan Service Level Agreement (SLA) antar-instansi, serta menempatkan dimensi teknis (2,91) dan semantik (3,06) sebagai titik terlemah. Untuk menjembatani kesenjangan menuju target integrasi Level 4 (Sustainable), penelitian ini menghasilkan Peta Jalan (roadmap) tiga fase menggunakan algoritma Rules-Based Decision System. Peta jalan ini merekomendasikan transisi menuju arsitektur data-centric melalui pembakuan SLA wajib (jangka pendek), kewajiban integrasi kamus Master Data Management Walidata (jangka menengah), dan masifikasi orkestrasi teknis melalui antarmuka (API) di Sistem Penghubung Layanan Pemerintah / SPLP (jangka panjang).

The implementation of the Electronic-Based Government System (SPBE) in Kediri City Government faces the challenge of system fragmentation and data silos due to high sectoral egos, where the development of over 169 applications is currently still system-centric. This study aims to microscopically evaluate the interoperability maturity level of digital public services using the Interoperability Maturity Assessment of a Public Service (IMAPS) instrument adapted from the European Interoperability Framework (EIF). This study employed a Quantitative Descriptive Evaluative approach, establishing 15 priority applications as the unit of analysis. Data was collected through a Guided Self-Assessment method crossed with independent evidence triangulation (expert adjustment) to minimize self-serving bias. The expert validity test showed this instrument is contextually valid with a Content Validity Index (CVI) of 83.3%. The measurement results confirmed that the aggregate interoperability maturity of the Kediri City Government is at Level 3 (Essential). The gap analysis revealed an extreme overestimation phenomenon in data consumption aspects due to the absence of inter-agency Service Level Agreements (SLAs), and placed the technical (2.91) and semantic (3.06) dimensions as the weakest points. To bridge the gap towards the Level 4 (Sustainable) integration target, this study formulated a three-phase Roadmap using a Rules-Based Decision System algorithm. This roadmap recommends a transition to a data-centric architecture through the standardization of mandatory SLAs (short-term), the obligation to integrate the Walidata Master Data Management dictionary (medium-term), and the massification of technical orchestration through Application Programming Interfaces (APIs) in the National Government Service Bus / SPLP (long-term).
