Abstract

Penelitian ini berangkat dari lemahnya implementasi kerja sama daerah yang cenderung bersifat seremonial dan tidak menghasilkan dampak nyata bagi pembangunan. Studi-studi sebelumnya lebih banyak menyoroti aspek administratif kerja sama, sehingga belum mampu menghadirkan model evaluasi yang terukur dan berkelanjutan. Sehingga penelitian bertujuan untuk merancang mekanisme evaluasi kerja sama daerah berbasis kebutuhan nyata OPD teknis dengan pendekatan Lean Thinking untuk mengidentifikasi pemborosan proses evaluasi serta Theory of Change untuk menelusuri memetakan perubahan yang diharapkan. Landasan teori yang digunakan mengintegrasikan konsep tata kelola pemerintahan, manajemen kebijakan publik, serta evaluasi berbasis hasil. Metodologi penelitian dilakukan melalui analisis deskriptif-kualitatif dengan studi kasus kerja sama antardaerah, dilengkapi problem tree analysis dan Pemetaan Gap Implementasi Pelaksanaan Kerja Sama Daerah untuk melihat kondisi riil saat ini. Hasil penelitian menunjukkan bahwa akar masalah belum optimalnya pelaksanaan kerja sama daerah yakni kurangnya komitmen pimpinan, lemahnya kapasitas SDM, serta minimnya mekanisme evaluasi berkelanjutan. Kesimpulan penelitian menegaskan perlunya kebijakan strategis berupa sinkronisasi perencanaan dan program yang diawali dengan pemetaan potensi daerah, pelaksanaan fasilitasi kerja sama yang sesuai prosedur, penguatan SDM, dan penetapan PIC pada Perangkat Daerah agar program tetap berkelanjutan. Dengan rekomendasi tersebut, kerja sama daerah diharapkan dapat bergerak dari sekadar formalitas menuju kebijakan publik yang berkelanjutan, akuntabel, dan berdampak nyata bagi masyarakat.

This research originates from the weak implementation of regional cooperation, which tends to be ceremonial in nature and had no real impact on development. Previous studies have largely emphasized the administrative aspects of cooperation, thus falling short of presenting a measurable and sustainable evaluation model. Therefore, this study aims to design a mechanism for evaluating regional cooperation based on the real needs of technical government agencies (OPD), employing the Lean Thinking approach to identify inefficiencies in the evaluation process and the Theory of Change to trace and map the expected transformations. The theoretical foundation integrates concepts of governance, public policy management, and results-based evaluation. The research methodology applies descriptive-qualitative analysis through a case study of interregional cooperation, complemented by problem tree analysis and implementation gap mapping to capture the current conditions. The findings reveal that the root causes of suboptimal regional cooperation implementation include insufficient leadership commitment, weak human resource capacity, and the absence of a sustainable evaluation mechanism. The conclusion emphasizes the necessity of strategic policies such as synchronizing planning and programs initiated by mapping regional potentials, conducting cooperation facilitation in accordance with procedures, strengthening human resources, and appointing a Person in Charge (PIC) within each government agency to ensure program continuity. With these recommendations, regional cooperation is expected to move beyond mere formalities toward becoming sustainable, accountable public policy with real impacts on society.
