Abstract
Pembangkit Listrik Tenaga Gas dan Uap (PLTGU) Belawan merupakan Objek Vital Nasional yang berlokasi di wilayah pesisir Selat Malaka. Fasilitas ini berdiri di atas lapisan tanah lempung sangat lunak dengan rentang nilai N-SPT 1–4 dan terekspos oleh energi gelombang laut secara konstan. Kombinasi kerentanan daya dukung geoteknik dan gerusan hidrodinamika (toe scouring) telah memicu kegagalan struktural pada pelindung pantai eksisting. Hasil evaluasi menggunakan metode Bishop Simplified menunjukkan bahwa lereng eksisting berada dalam keseimbangan batas yang sangat kritis, dengan Safety Factor (SF) sebesar 0,83 pada Zona Kritis (Tipe 1; tinggi 6 m), 0,88 pada Zona Sedang (Tipe 2; tinggi 4 m), dan 1,09 pada Zona Ringan (Tipe 3; tinggi 2 m), di mana keseluruhan nilai tersebut berada di bawah standar keamanan izin (SF≥1,5). Penelitian ini bertujuan untuk merencanakan perbaikan shore protection secara terintegrasi menggunakan struktur dinding gabion berundak, perkuatan geotextile woven, dan dinding turap baja (steel sheet pile). Hasil analisis komputasi membuktikan bahwa struktur gabion secara mandiri maupun kombinasinya dengan geotextile tidak mampu mengatasi defisit tahanan geser untuk mencegah kelongsoran rotasional dalam (deep-seated failure) pada Zona Kritis dan Zona Sedang. Oleh karena itu, untuk mengamankan stabilitas global (SF≥1,5), diwajibkan adanya pemancangan turap baja sebagai dinding pemotong (cut-off wall) dengan spesifikasi penetrasi efektif sedalam 12 m untuk Tipe 1 dan 3 m untuk Tipe 2. Sementara itu, struktur gabion mandiri terbukti sudah memadai untuk diaplikasikan pada Tipe 3. Lebih lanjut, guna mengeliminasi risiko limpasan gelombang (wave overtopping), elevasi mercu struktur tanggul direncanakan pada +2,582 mMSL, yang secara komprehensif telah mengakomodasi pasang surut ekstrem (Highest High Water Level), proyeksi Kenaikan Muka Air Laut (SLR) selama 50 tahun, serta penambahan freeboard setinggi 1,0 meter. Desain rekayasa terpadu ini diproyeksikan mampu menjamin stabilitas struktural dan keamanan operasional jangka panjang bagi infrastruktur PLTGU Belawan.

The Belawan Gas and Steam Power Plant (PLTGU) is a National Vital Object located in the coastal area of the Malacca Strait. This facility is situated on a layer of very soft clay soil with an N-SPT value ranging from 1 to 4 and is continuously exposed to ocean wave energy. The combination of geotechnical bearing capacity vulnerability and hydrodynamic toe scouring has triggered the structural failure of the existing shore protection. Evaluation results using the Bishop Simplified method indicate that the existing slopes are in a highly critical limit equilibrium, with Safety Factors (SF) of 0.83 in the Critical Zone (Type 1; 6 m height), 0.88 in the Moderate Zone (Type 2; 4 m height), and 1.09 in the Mild Zone (Type 3; 2 m height), all of which fall significantly below the allowable safety standard (SF≥1.5). This research aims to design an integrated shore protection rehabilitation utilizing stepped gabion wall structures, woven geotextile reinforcement, and steel sheet piles. Computational analysis proves that standalone gabion structures and their combination with geotextiles are insufficient to overcome the shear resistance deficit to prevent deep-seated rotational failure in the Critical and Moderate Zones. Therefore, to secure global stability (SF≥1.5), the installation of steel sheet piles as cut-off walls is mandatory, requiring an effective penetration depth of 12 m for Type 1 and 3 m for Type 2. Meanwhile, the standalone gabion structure is proven adequate for Type 3. Furthermore, to eliminate the risk of wave overtopping, the embankment crest elevation is designed at +2.582 mMSL, comprehensively accommodating the extreme Highest High Water Level (HHWL), a 50-year Sea Level Rise (SLR) projection, and an additional 1.0 meter freeboard. This integrated engineering design is projected to ensure the structural stability and long-term operational safety of the PLTGU Belawan infrastructure.
