Abstract

Perkembangan wilayah Kabupaten Malang yang pesat, khususnya pada koridor pariwisata Bromo, mendorong meningkatnya kebutuhan lahan untuk kegiatan ekonomi dan properti. Objek penelitian ini berfokus pada optimasi pemanfaatan lahan seluas 938 m² yang terletak di Dusun Sukosari, Desa Pandansari, Kecamatan Poncokusumo, Kabupaten Malang. Saat ini, lahan dimanfaatkan sebagai kebun jeruk produktif yang sesuai dengan peruntukan kawasan hortikultura, namun memiliki tingkat pendapatan yang belum optimal dibandingkan potensi strategis lokasinya. Penelitian ini bertujuan untuk menentukan Penggunaan Tertinggi dan Terbaik (Highest and Best Use) pada lahan tersebut agar menghasilkan nilai dan produktivitas maksimal. Proses analisis HBU melibatkan penetapan alternatif pengembangan properti melalui pengamatan historical imagery, observasi, dan wawancara. Analisis dilanjutkan dengan mengevaluasi empat kriteria utama, yaitu Aspek Legal (kesesuaian hukum, zoning, dan building code), Aspek Fisik (ukuran, bentuk, aksesibilitas, dan utilitas lahan), Aspek Finansial (analisis biaya investasi, pendapatan, biaya operasional, dan arus kas), serta Aspek Produktivitas Maksimum (peningkatan nilai lahan terbesar). Hasil analisis menunjukkan tiga opsi pengembangan properti yang potensial untuk diuji, yaitu villa, pertokoan, dan gudang penyimpanan. Berdasarkan analisis menyeluruh, pengembangan villa merupakan alternatif properti yang memberikan peningkatan produktivitas dan nilai lahan tertinggi. Alternatif villa menghasilkan produktivitas sebesar 236% dengan peningkatan nilai lahan dari Rp550.000 per meter persegi sebelum dikembangkan menjadi Rp1.848.728 per meter persegi.

The rapid development of Malang Regency, including along the Bromo tourism corridor, has driven an increased demand for land for economic and property activities. This condition leads to the conversion of agricultural and plantation lands. The object of this research is a 938 m² plot of land located in Sukosari Hamlet, Pandansari Village, Poncokusumo District, Malang Regency, which is situated on the Bromo tourism corridor route. Currently, the land is utilized as a productive orange orchard in accordance with the horticultural zone designation, yet its income level remains suboptimal compared to its locational potential. The landowner intends to convert the land use but has yet to determine the most profitable type of property. This research aims to determine the Highest and Best Use of the orchard land to provide optimal and sustainable land utilization. The method used in this research is the Highest and Best Use analysis, initiated by determining property development alternatives through literature studies, historical imagery, observation, and interviews. Furthermore, these alternatives are evaluated through four main criteria: Legal Aspect (legal compliance, zoning, and building codes), Physical Aspect (land condition, accessibility, size, and shape), Financial Aspect (investment analysis, revenue, operational costs, and cash flow), and Maximum Productivity Aspect (the highest increase in land value). The analysis is based on relevant regulations, analytical approaches, and assumptions. The analysis results of the three tested development options namely villa, shops, and storage warehouse indicate that villa development is the alternative providing the highest land value and maximum productivity. The villa alternative generates a productivity rate of 236%, with an increase in land value from Rp550,000 per square meter to Rp1,848,728 per square meter.
