Abstract

Provinsi Maluku merupakan provinsi dengan banyak daerah kepulauan dimana sebagian besar pembangkit diesel salah satu diantaranya yaitu pulau Banda Neira, yang terletak di Kabupaten Maluku Tengah memiliki potensi energi surya yang melimpah sepanjang tahun. Namun, pemanfaatan Pembangkit Listrik Tenaga Surya (PLTS) di wilayah ini masih menghadapi berbagai kendala, dikarenakan PLTS yang telah dibangun di wilayah pada 2012 ini tidak lagi beroperasi pada 2017. Kondisi ini berdampak pada ketergantungan masyarakat terhadap sumber energi fosil Pembangkit Listrik Tenaga Diesel (PLTD) yang tidak ramah lingkungan. Hal ini tidak sejalan dimana dunia sedang menghadapi pemanasan global sebagai salah satu masalah utamanya adalah peningkatan emisi CO2, CH4 dan gas rumah kaca. Dalam penelitian ini bertujuan untuk melakukan perbaikan terhadap PLTS yang berhenti beroprasi dengan memperhatikan aspek Tekno Ekonomi. Dalam Penelitian ini telah dibahas alternatif perbaikan dengan 3 skenario pemodelan PLTS Hybrid (PV+BESS+PLTD) dengan kapasitas skenario (1) 360 kWp, skenario (2) 480 kWp dan skenario (3) 1200 kWp. Setelah didapatkan skenario permodelan PLTS peneliti mempertimbangkan kriteria Tekno Ekonomi yang menjadi dasar pemilihan keputusan terhdap 3 skenario dengan menggunakan Analitic Hierarchy Proses (AHP) melalui diskusi dengan pihak terkait sehingga didapat bobot sebagai pertimbangan pengambilan keputusan yaitu : 1. Keandalan Sistem 2. Kompleksitas Fassilitas 3. Pengurangan Bahan Bakar 4. Capital Expenditure (CAPEX) 5. Internal Rate of Return (IRR) 6. Levelized Cost of Electricity (LCOE) 7. Pengurangan CO2 dan 8. Ketersediaan Lahan. Hasil pembobotan menunjukkan bahwa PLTS Hybrid (PV+BESS+PLTD) skenario (2) dengan konfigurasi PLTS 480 kWp dan BESS 1.610 kWh dengan Reneable Energy Fraction (RE Fraction) 7% meraih penilaian tertinggi secara Tekno Ekonomi dengan menggunakan software Pvsyst dan HOMER. Skenario 2 menunjukkan Performance Ratio 80,43 % dalam aplikasinya kemampuan integrasi PLTS dan BESS yang stabil, serta tetap menjaga keandalan suplai listrik pada sistem dengan karakteristik beban tinggi. Selain itu, strategi operasi hybrid dengan metode dispatch cycle charging mampu mengoptimalkan pemanfaatan energi surya dan baterai tanpa mengurangi stabilitas operasi generator diesel eksisting. Dari segi Ekonomi didapatkan nilai estimasi CAPEX Rp 16,69 miliar, dengan komponen investasi terbesar berasal dari BESS dengan nilai Rp 7,87 miliar atau 47,15% dari total investasi, diikuti Balance of System sebesar Rp 3,92 miliar atau 23,51%, serta modul PV sebesar Rp. 1,79 miliar atau 10,70%. Dominasi investasi pada BESS menunjukan bahwa sistem penyimpanan energi masih menjadi faktor utama yang memengaruhi biaya implementasi sistem hybrid. Skenario ini mampu memberikan penurunan biaya operasi, pengurangan konsumsi bahan bakar, serta menghasilkan indikator kelayakan finansial yang baik seperti nilai IRR sebesar 19%, ROI sebesar 15,2%, dan payback period kurang dari lima tahun. Selain itu, skenario ini juga mampu mengurangi emisi karbon sebesar sekitar 530.469 kg CO₂ per tahun atau mengalami penurunan sebesar 9% dibandingkan kondisi eksisting yang hanya menggunakan PLTD. Implementasi skenario 2 telah dapat mendukung terealisasinya transisi energi terbarukan dengan biaya yang efisien selaras dengan Paris Agreement dan target pemerintah dalam percepatan pembangunan pembangkit energi terbarukan. Dalam penilitian ini dapat dibuktikan bahwa dekarbonisasi di wilayah terpencil dapat dicapai dengan memperhatikan keandalan sistem dan kelayakan finasial.

Maluku Province comprises numerous island regions in which electricity is predominantly supplied by diesel power plants. One of these regions is Banda Neira Island, located in the Central Maluku Regency, which possesses abundant solar energy potential throughout the year. However, the utilization of Solar Power Plants (PV plants) in this area still faces various obstacles, as the PV plant constructed in the region in 2012 ceased to operate in 2017. This condition has led to the community’s continued dependence on the environmentally unfriendly, fossil-fuel-based Diesel Power Plant (DPP). Such dependence is inconsistent with the global effort to address global warming, one of whose principal causes is the rising emission of CO₂, CH₄, and other greenhouse gases. This study aims to rehabilitate the non-operational PV plant while taking techno-economic aspects into consideration. Three rehabilitation alternatives were examined through hybrid PV plant modeling scenarios (PV + BESS + DPP), with capacities of 360 kWp for Scenario (1), 480 kWp for Scenario (2), and 1,200 kWp for Scenario (3). Once the modeling scenarios had been established, the techno-economic criteria forming the basis for selecting among the three scenarios were determined using the Analytic Hierarchy Process (AHP) through discussions with the relevant stakeholders, thereby yielding the weights applied in the decision-making process, namely: (1) system reliability, (2) facility complexity, (3) fuel reduction, (4) Capital Expenditure (CAPEX), (5) Internal Rate of Return (IRR), (6) Levelized Cost of Electricity (LCOE), (7) CO₂ emission reduction, and (8) land availability. The weighting results indicate that the hybrid PV plant (PV + BESS + DPP) of Scenario (2), configured with a 480 kWp PV array and a 1,610 kWh BESS and producing a Renewable Energy Fraction (RE Fraction) of 7%, achieved the highest techno-economic assessment, as evaluated using the PVsyst and HOMER software. Scenario 2 exhibits a Performance Ratio of 80.43%, reflecting the stable integration of the PV plant and the BESS while maintaining the reliability of the electricity supply in a system characterized by a high load. Moreover, the hybrid operating strategy employing the cycle-charging dispatch method is able to optimize the use of solar and battery energy without compromising the operational stability of the existing diesel generators. From an economic perspective, the estimated CAPEX amounts to IDR 16.69 billion, with the largest investment component originating from the BESS at IDR 7.87 billion (47.15% of the total investment), followed by the Balance of System at IDR 3.92 billion (23.51%) and the PV modules at IDR 1.79 billion (10.70%). The dominance of the BESS investment indicates that the energy storage system remains the principal factor affecting the implementation cost of the hybrid system. This scenario is able to reduce both operating costs and fuel consumption while producing favorable financial feasibility indicators, including an IRR of 19%, an ROI of 15.2%, and a payback period of less than five years. In addition, this scenario can reduce carbon emissions by approximately 530,469 kg CO₂ per year, representing a 9% reduction compared with the existing condition that relies solely on the DPP. The implementation of Scenario 2 supports a cost-efficient realization of the renewable energy transition, in line with the Paris Agreement and the government’s target of accelerating the development of renewable energy power plants. This study demonstrates that decarbonization in remote areas can be achieved while maintaining both system reliability and financial feasibility.
