Abstract

Ketersediaan raw material tow merupakan faktor penting dalam menjaga kelancaran proses produksi, stabilitas kualitas, dan pemenuhan kebutuhan produksi pada industri filter rokok. Kondisi availability bahan baku yang terbatas serta kebutuhan perusahaan untuk meningkatkan kapasitas produksi mendorong perlunya evaluasi terhadap alternatif supplier raw material tow yang lebih andal. Penelitian ini bertujuan untuk menentukan supplier raw material tow terbaik dengan mempertimbangkan aspek biaya, produktivitas, availability, risiko pasokan, risiko kualitas, risiko proses produksi, serta sustainability and compliance. Penelitian diawali dengan identifikasi kondisi eksisting, alternatif supplier, serta risiko yang berpotensi muncul dalam penggunaan material tow alternatif. Selanjutnya, dilakukan penyusunan kriteria dan subkriteria berdasarkan studi literatur, dokumen internal perusahaan, serta penilaian ahli. Metode Cut Off Point digunakan untuk menyeleksi kriteria dan subkriteria yang relevan, sehingga diperoleh 7 kriteria utama dan 30 subkriteria yang digunakan dalam tahap pengolahan data. Penentuan bobot kepentingan dilakukan menggunakan metode Fuzzy Analytical Hierarchy Process (FAHP) untuk mengakomodasi ketidakpastian dan subjektivitas penilaian para ahli. Bobot global yang dihasilkan kemudian digunakan sebagai input dalam metode Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) untuk mengevaluasi dan merangking tiga alternatif supplier, yaitu S1, S2, dan S3. Hasil perhitungan TOPSIS menunjukkan bahwa S2 memperoleh nilai preferensi tertinggi sebesar 0,5981 dan menempati peringkat pertama, diikuti oleh S3 sebesar 0,5361 dan S1 sebesar 0,4134. Hasil analisis sensitivitas menunjukkan bahwa S2 tetap berada pada peringkat pertama pada seluruh skenario perubahan bobot kriteria, sehingga keputusan pemilihan S2 dinilai stabil dan robust. Dengan demikian, S2 direkomendasikan sebagai supplier utama raw material tow, sedangkan S3 dapat dipertimbangkan sebagai supplier pendukung untuk menjaga kontinuitas pasokan dan mengurangi risiko ketergantungan terhadap satu supplier.

The availability of raw material tow plays an important role in maintaining production continuity, quality stability, and production fulfillment in the cigarette filter industry. The limited availability of the currently used material, along with the company’s need to increase production capacity, requires an evaluation of more reliable alternative suppliers of raw material tow. This study aims to determine the best supplier of raw material tow by considering cost, productivity, availability, supply risk, quality risk, production process risk, and sustainability and compliance. The research begins with the identification of existing conditions, supplier alternatives, and potential risks associated with the use of alternative raw material tow. The criteria and subcriteria are then developed based on literature review, internal company documents, and expert judgment. The Cut Off Point method is applied to select relevant criteria and subcriteria, resulting in 7 main criteria and 30 subcriteria used in the data processing stage. The weighting process is conducted using the Fuzzy Analytical Hierarchy Process (FAHP) to accommodate uncertainty and subjectivity in expert assessments. The resulting global weights are then used as input for the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method to evaluate and rank three supplier alternatives, namely S1, S2, and S3. The TOPSIS results show that S2 obtains the highest preference value of 0.5981 and ranks first, followed by S3 with 0.5361 and S1 with 0.4134. The sensitivity analysis indicates that S2 consistently remains in the first position across all criteria-weight change scenarios, showing that the supplier selection decision is stable and robust. Therefore, S2 is recommended as the primary supplier of raw material tow, while S3 can be considered as a supporting supplier to maintain supply continuity and reduce dependency risk on a single supplier.
