Abstract

Pembangunan Jalan Tol Ibu Kota Nusantara (IKN) Segmen 1B merupakan salah satu Proyek Strategis Nasional yang memiliki target penyelesaian dalam waktu singkat dengan kondisi efisiensi anggaran yang ketat. Situasi tersebut menuntut peningkatan efektivitas perencanaan dan pelaksanaan pekerjaan konstruksi agar penyelesaian proyek tetap sesuai dengan jadwal yang telah ditetapkan. Dalam pelaksanaannya, proyek menghadapi berbagai kendala, terutama pada pekerjaan struktur dan *mainroad*, seperti keterlambatan material, gangguan cuaca, revisi desain, keterbatasan ruang kerja, serta ketidaksesuaian antara rencana dan realisasi pekerjaan mingguan. Kondisi tersebut berdampak pada rendahnya reliabilitas perencanaan dan menyebabkan fluktuasi kinerja di lapangan. Untuk mengatasi permasalahan tersebut, proyek menerapkan metode *Last Planner System* (LPS).

Metode penelitian yang digunakan adalah studi kasus dengan pendekatan kuantitatif yang didukung oleh validasi kualitatif melalui triangulasi sumber. Data diperoleh melalui observasi pelaksanaan pekerjaan selama 12 minggu pada kondisi sebelum penerapan LPS (*pre-LPS*) dan 12 minggu setelah penerapan LPS (*post-LPS*). Analisis dilakukan dengan menghitung nilai *Percent Plan Complete* (PPC) untuk mengukur tingkat ketercapaian rencana kerja mingguan serta mengidentifikasi *variance* menggunakan metode *Reasons for Non-Completion* (RNC) guna mengetahui faktor-faktor penyebab ketidaktercapaian pekerjaan.

Hasil penelitian menunjukkan bahwa pada pekerjaan *mainroad*, *variance* dominan pada kondisi *pre-LPS* adalah lahan belum tersedia sebesar 50%, cuaca sebesar 38%, dan jalan akses sulit sebesar 12%. Setelah penerapan LPS, *variance* yang dominan berubah menjadi keterbatasan *supply* material sebesar 67% dan cuaca atau bencana alam sebesar 33%.

Pada pekerjaan struktur, *variance* dominan pada kondisi *pre-LPS* adalah alat atau material belum *onsite* sebesar 37%, jalan akses sulit sebesar 26%, cuaca sebesar 20%, dan kerusakan alat sebesar 17%. Sementara itu, pada kondisi *post-LPS*, *variance* yang dominan adalah cuaca atau bencana alam sebesar 36%, keterbatasan *supply* material sebesar 27%, pekerjaan sebelumnya belum selesai sebesar 27%, dan keputusan desain sebesar 9%.

Nilai PPC pada pekerjaan *mainroad* meningkat dari rata-rata 58% pada kondisi *pre-LPS* menjadi 90% pada kondisi *post-LPS*. Sementara itu, nilai PPC pada pekerjaan struktur meningkat dari rata-rata 53% menjadi 97%. Hasil tersebut menunjukkan bahwa penerapan *Last Planner System* mampu meningkatkan reliabilitas perencanaan dan pelaksanaan pekerjaan secara signifikan. Selain itu, peningkatan nilai PPC pada pekerjaan struktur lebih tinggi dibandingkan pekerjaan *mainroad* karena tahapan pekerjaan struktur lebih terdefinisi dan lebih mudah dikendalikan.

Dengan demikian, penerapan *Last Planner System* terbukti efektif dalam meningkatkan kinerja perencanaan proyek serta mengurangi ketidaktercapaian pekerjaan yang telah direncanakan pada Proyek Pembangunan Jalan Tol Ibu Kota Nusantara (IKN) Segmen 1B.

The construction of the Nusantara Capital City (IKN) Toll Road Section 1B is one of Indonesia’s National Strategic Projects, which is required to achieve rapid completion under strict budget efficiency constraints. This condition demands improved effectiveness in construction planning and execution to ensure project completion within the scheduled timeframe. During implementation, the project encountered various challenges, particularly in structural and mainroad works, including material delivery delays, adverse weather conditions, design revisions, limited working space, and discrepancies between planned and actual weekly performance. These issues reduced planning reliability and resulted in fluctuations in project performance. To address these challenges, the project implemented the Last Planner System (LPS).
This study employed a case study approach using quantitative methods supported by qualitative validation through source triangulation. Data were collected through observations conducted over 12 weeks before the implementation of LPS (pre-LPS) and 12 weeks after its implementation (post-LPS). The analysis was carried out by calculating the Percent Plan Complete (PPC) to measure the reliability of weekly work plans and identifying variances using the Reason for Non-Completion (RNC) method to determine the factors causing planned activities to remain unfinished.
The results indicate that, for mainroad works, the dominant variances during the pre-LPS period were unavailable land (50%), weather conditions (38%), and difficult site access (12%). After the implementation of LPS, the dominant variances shifted to material supply constraints (67%) and weather or natural disasters (33%).
For structural works, the dominant variances during the pre-LPS period were materials or equipment not yet available on site (37%), difficult site access (26%), weather conditions (20%), and equipment breakdowns (17%). In the post-LPS period, the dominant variances were weather or natural disasters (36%), material supply constraints (27%), incomplete predecessor activities (27%), and design decisions or revisions (9%).
The average PPC value for mainroad works increased from 58% in the pre-LPS condition to 90% in the post-LPS condition, while the average PPC value for structural works increased from 53% to 97%. These findings demonstrate that the implementation of the Last Planner System significantly improved planning reliability and work execution performance. Furthermore, the increase in PPC for structural works was greater than that for mainroad works because structural activities have more clearly defined work sequences and are easier to control.
Therefore, the implementation of the Last Planner System has proven effective in improving project planning performance and reducing the occurrence of incomplete planned activities in the IKN Toll Road Section 1B Project.
