Abstract
Angkutan umum bus merupakan moda transportasi yang memiliki peran vital dalam mendukung mobilitas masyarakat, khususnya pada rute Surabaya-Madiun yang memiliki tingkat perjalanan cukup tinggi. Penetapan tarif yang berlaku saat ini seringkali belum mencerminkan biaya operasional yang sebenarnya, sehingga dapat berdampak pada kualitas pelayanan dan keberlanjutan operasional perusahaan. Penelitian ini bertujuan untuk menganalisis tarif angkutan umum bus berdasarkan Biaya Operasional Kendaraan (BOK), Ability to Pay (ATP), dan Willingness to Pay (WTP) pada Bus Mira, Bus Jaya, dan Bus Neo Harapan untuk Kelas Ekonomi dan Bus Kalisari, Bus Restu, dan Bus Sudiro untuk Kelas Patas pada rute Surabaya-Madiun. Perhitungan tarif yang digunakan mengacu pada pedoman Departemen Perhubungan SK.687/AJ.206/DRJD/2002 tentang Pedoman Teknis Penyelenggaraan Angkutan Penumpang Umum di Wilayah Perkotaan dalam Trayek Tetap dan Teratur dan membandingkannya dengan tarif yang berlaku di lapangan agar tidak ada pihak yang dirugikan maupun keberatan. Untuk metodologi pengambilan data, penelitian menggunakan data primer berupa survei lapangan, wawancara dengan operator bus, dan penyebaran kuesioner kepada penumpang, serta data sekunder dari instansi terkait dan literatur pendukung. Analisis dilakukan melalui perhitungan BOK, ATP, dan WTP, kemudian dibandingkan dengan tarif yang diterapkan di lapangan. Hasil penelitian menunjukkan bahwa tarif berdasarkan BOK pada Kelas Ekonomi diperoleh sebesar Rp32.891 (Bus Mira), Rp29.113 (Bus Jaya), dan Rp32.371 (Bus Neo Harapan), sedangkan pada Kelas Patas diperoleh sebesar Rp44.439 (Bus Kalisari), Rp52.179 (Bus Restu), dan Rp43.250 (Bus Sudiro). Nilai ATP dan WTP pada Kelas Ekonomi berkisar antara Rp42.727-Rp51.250, sedangkan pada Kelas Patas berkisar antara Rp65.000-Rp98.250, dengan pola hubungan ATP > WTP > Tarif Aktual > BOK yang konsisten terjadi pada seluruh kategori pekerjaan responden di kedua kelas layanan. Berdasarkan kondisi ATP > WTP yang konsisten pada seluruh kategori pekerjaan, mayoritas penumpang pada kedua kelas layanan tergolong sebagai choice riders, yang mengindikasikan bahwa preferensi penggunaan bus lebih dipengaruhi oleh kualitas pelayanan dibandingkan keterbatasan ekonomi semata.

Public bus transportation plays a vital role in supporting community mobility on the Surabaya-Madiun route, which experiences a relatively high volume of trips. Current fare structures often fail to reflect actual operational costs, potentially affecting service quality and the operational sustainability of transport companies. This study analyzes public bus fares based on Vehicle Operating Costs (VOC), Ability to Pay (ATP), and Willingness to Pay (WTP) for Mira Bus, Jaya Bus, and Neo Harapan Bus from Economy Class, and Kalisari Bus, Restu Bus, and Sudiro Bus from Patas Class, on the Surabaya-Madiun route. Fare calculations refer to the Ministry of Transportation guideline SK.687/AJ.206/DRJD/2002 on Technical Guidelines for Public Passenger Transport in Urban Areas on Fixed and Regular Routes and compare the calculated fares with those currently applied in the field to ensure fairness for all parties. Data were collected through field surveys, interviews with bus operators, and passenger questionnaires (primary data), as well as secondary data from relevant institutions and supporting literature. VOC, ATP, and WTP were calculated and then compared against actual field fares. Results show that the VOC-based fare for Economy Class amounted to IDR 32,891 (Mira Bus), IDR 29,113 (Jaya Bus), and IDR 32,371 (Neo Harapan Bus), while for Patas Class it amounted to IDR 44,439 (Kalisari Bus), IDR 52,179 (Restu Bus), and IDR 43,250 (Sudiro Bus). ATP and WTP values for Economy Class ranged from IDR 42,727 to IDR 51,250, while for Patas Class they ranged from IDR 65,000 to IDR 98,250, with a consistent relationship of ATP > WTP > Actual Fare > VOC observed across all respondent occupation categories in both service classes. Based on the consistent ATP > WTP condition across all occupation categories, the majority of passengers in both service classes were classified as choice riders, indicating that their preference for using the bus is more strongly influenced by service quality than by economic constraints alone.
