Abstract

Banjir besar yang terjadi di Kota Bima pada Desember 2016 akibat luapan Sungai Padolo dan Sungai Melayu menunjukkan perlunya kajian banjir yang terukur untuk mendukung upaya pengendalian banjir di wilayah perkotaan. Penelitian ini bertujuan untuk menganalisis karakteristik banjir pada Sungai Melayu dan Sungai Padolo, mengidentifikasi tingkat bahaya dan risiko banjir, serta menentukan alternatif pengendalian banjir yang paling sesuai di wilayah penelitian. Data yang digunakan meliputi data curah hujan, data debit atau Automatic Water Level Recorder (AWLR), data topografi, data geometri sungai, dan data pendukung lainnya. Analisis dilakukan melalui analisis hidrologi untuk memperoleh curah hujan dan debit banjir rancangan, dilanjutkan dengan pemodelan hidraulika menggunakan HEC-RAS untuk memetakan genangan banjir, analisis tingkat bahaya dan risiko banjir, serta penentuan prioritas alternatif pengendalian banjir menggunakan metode Analytical Hierarchy Process (AHP). Hasil penelitian menunjukkan bahwa curah hujan rancangan dengan kala ulang 25 tahun sebesar 142,61 mm menghasilkan debit banjir rancangan sebesar 548,04 m³/det. Simulasi HEC-RAS menunjukkan genangan banjir seluas 2,224 km² yang tersebar di enam kelurahan, dengan tingkat ancaman tertinggi berada di Kelurahan Dara, Paruga, dan Tanjung. Berdasarkan hasil perhitungan AHP diperoleh bahwa kriteria Curah Hujan memiliki bobot prioritas tertinggi sebesar 0,542 atau 54,2%, sedangkan alternatif Kombinasi Tanggul dan Normalisasi Sungai memperoleh bobot prioritas tertinggi sebesar 0,525 atau 52,50%. Hasil penelitian ini diharapkan dapat menjadi dasar ilmiah dalam penyusunan strategi pengendalian banjir yang efektif dan berkelanjutan di Kota Bima.

The major flooding that occurred in Bima City in December 2016, caused by the overflowing of the Padolo and Melayu Rivers, highlighted the need for a quantitative flood study to support flood control efforts in the urban area. This research aims to analyze the flood characteristics of the Melayu and Padolo Rivers, identify flood hazard and risk levels, and determine the most suitable flood control alternatives for the study area.
The data utilized includes rainfall data, discharge data (from Automatic Water Level Recorders/AWLR), topographic data, river geometry data, and other supporting information. The analysis involved hydrological modeling to determine design rainfall and flood discharge, followed by hydraulic modeling using HEC-RAS to map flood inundation, an analysis of flood hazard and risk levels, and the prioritization of flood control alternatives using the Analytical Hierarchy Process (AHP) method.
The research results indicate that a design rainfall with a 25-year return period of 142.61 mm yields a design flood discharge of 548.04 m³/s. HEC-RAS simulations reveal a flood inundation area of 2.224 km² distributed across six urban villages (*kelurahan*), with the highest threat levels found in Dara, Paruga, and Tanjung. AHP calculations show that the Rainfall criterion holds the highest priority weight at 0.542 (54.2%); within this Rainfall criterion, the alternative combining levees and river normalization possesses the highest priority weight at 0.525 (52.5%). The results of this study are expected to serve as a scientific basis for formulating effective and sustainable flood control strategies in Bima City.
