Abstract

Environmental pressures resulting from material extraction, which increase emissions and resource exploitation, are driving the manufacturing sector to adopt circular economy principles. However, the limited implementation of circular business models gives rise to sustainability risks (SR) that may hinder value creation. At the same time, the presence of uncaptured value (UV), such as underutilized waste and suboptimal product quality, indicates unrealized value potential within the system. This study aims to develop a value transformation framework that integrates SR and UV within circular manufacturing business models. The proposed framework conceptualizes UV as a trigger of SR, suggesting that prioritizing UV transformation can simultaneously contribute to risk mitigation and the enhancement of value creation (captured value). The methodological approach employs the Fuzzy Delphi Method (FDM) to identify and validate SR and UV, Fuzzy AHP (FAHP) to determine the weighting of impact on sustainability, and Fuzzy Synthetic Evaluation (FSE) to assess the risk levels of SR. The framework is developed by adapting the House of Risk, in which SR are positioned as risk events and UV as risk agents. The results indicate that three SR are categorized as very high risk, seven as high risk, and two as moderate. A total of ten SR classified as very high and high are incorporated as risk events within the framework. Additionally, nine UV are identified as relevant factors in circularmanufacturing business models and are incorporated as risk agents, including issues related to circular product quality due to weak quality control systems and deficiencies in end-of-life (EoL) product acquisition systems. Empirical validation in the manufacturing industry demonstrates that the proposed framework effectively maps the causal relationship between UV and SR and serves as a basis for designing SR mitigation strategies while simultaneously optimizing value utilization in circular business models.
