Abstract

Perubahan iklim di Indonesia meningkatkan frekuensi dan intensitas kejadian cuaca ekstrem, khususnya pada curah hujan yang berpotensi menimbulkan dampak besar terhadap sektor pertanian. Berdasarkan Peraturan Bupati (PERBUP) Kabupaten Jepara Nomor 22 Tahun 2023, perubahan iklim menyebabkan peningkatan curah hujan ekstrem yang dapat memicu adanya genangan dan kerusakan tanaman padi, sehingga menurunkan produksi padi. Studi sebelumnya telah menerapkan pendekatan Extreme Value Theory (EVT) untuk menganalisis kejadian cuaca ekstrem, namun umumnya hanya menggunakan salah satu metode EVT tanpa mengaitkan secara langsung pada dampaknya terhadap sektor pertanian. Tugas Akhir ini menerapkan metode Block Maxima dan Peaks Over Threshold dengan pendekatan curah hujan ekstrem yang menghasilkan nilai return level dan akan dilihat dampaknya terhadap produksi padi di Kabupaten Jepara. Hasil penelitian menunjukkan bahwa kedua metode terbukti secara uji statistik dan menghasilkan kategorisasi tingkat keekstreman yang sepenuhnya konsisten. Metode BM menghasilkan return level periode ulang 2, 5, 10, dan 25 tahun masing-masing sebesar 69,585 mm, 90,457 mm, 103,321 mm, dan 118,560 mm, sedangkan metode POT menghasilkan return level yang lebih tinggi sebesar 80,593 mm, 104,415 mm, 125,108 mm, 156,549 mm, dan 183,862 mm hingga periode ulang 50 tahun dengan selisih yang semakin membesar hingga 54,684 mm. Curah hujan ekstrem terbukti berkorelasi dengan penurunan produksi dan produktivitas padi, dengan bukti terkuat pada tahun 2025 yang mencatat produktivitas terendah sebesar 4,8368 ton/ha dan produksi terendah sebesar 220.040,01 ton akibat curah hujan 117,83 mm yang dikategorikan sangat ekstrem melampaui return level 25 tahun pada kedua metode. Metode POT memproyeksikan intensitas curah hujan sebesar 125,108 mmmelampaui curah hujan tertinggi historis untuk periode ulang 10 tahun dengan probabilitas terlampaui 65,1% dalam 10 tahun ke depan, mengindikasikan bahwa kejadian ini lebih mungkin terjadi dibanding tidak terjadi dalam dekade mendatang. Oleh karena itu, metode POT menghasilkan estimasi skenario ekstrem yang lebih besar dengan tingkat keamanan yang lebih tinggi terhadap kejadian curah hujan yang belum pernah teramati sebelumnya.

Climate change in Indonesia is increasing the frequency and intensity of extreme weather events, particularly rainfall, which has the potential to cause significant impacts on the agricultural sector. According to the Jepara Regency Regent Regulation (PERBUP) Number 22 of 2023, climate change is causing an increase in extreme rainfall that can trigger flooding and damage to rice plants, thereby reducing rice production. Previous studies have applied the Extreme Value Theory (EVT) approach to analyze extreme weather events, but generally only using one EVT method without directly linking it to its impact on the agricultural sector. This thesis applies the Block Maxima and Peaks Over Threshold methods with an extreme rainfall approach that produces return level values and will examine their impact on rice production in Jepara Regency. The research results show that both methods are statistically proven and produce a categorization of extremity levels that is fully consistent. The BM method produces return levels for recurrence periods of 2, 5, 10, and 25 years of 69.585 mm, 90.457 mm, 103.321 mm, and 118.560 mm, respectively, while the POT method produces higher return levels of 80.593 mm, 104.415 mm, 125.108 mm, 156.549 mm, and 183.862 mm up to a 50-year recurrence period, with an increasing difference of up to 54.684 mm. Extreme rainfall has been proven to correlate with a decrease in rice production and productivity, with the strongest evidence in 2025, which recorded the lowest productivity of 4.8368 tons/ha and the lowest production of 220,040.01 tons due to rainfall of 117.83 mm, categorized as very extreme, exceeding the 25 year return level in both methods. The POT method projects a rainfall intensity of 125.108 mm, exceeding the highest historical rainfall for a 10-year return period with a 65.1% exceedance probability over the next 10 years, indicating that this event is more likely to occur than not in the coming decade. Therefore, the POT method produces estimates of more extreme scenarios with a higher safety margin against previously unobserved rainfall events.
