Abstract
Kawasan Ekosistem Mangrove Surabaya mempunyai peran penting dalam menjaga fungsi ekologis kawasan pesisir, sekaligus mendukung aktivitas sosial dan ekonomi masyarakat sekitar. Namun, pengelolaan kawasan mangrove masih menghadapi berbagai tantangan dan permasalahan, seperti keterbatasan akses dan infrastruktur, belum optimalnya partisipasi masyarakat, lemahnya lembaga pengelolaan, serta belum meratanya pemanfaatan ekonomi mangrove di setiap kelurahan. Penelitian ini bertujuan untuk merumuskan arahan pengelolaan Kawasan Ekosistem Mangrove Surabaya secara berkelanjutan berdasarkan kondisi ekologi, sosial, ekonomi, kelembagaan, serta teknologi dan infrastruktur. Metode yang digunakan adalah Rapid Appraisal for Fisheries (RAPFISH) berbasis Multi Dimensional Scaling (MDS), analisis leverage, Monte Carlo, serta content analysis. Hasil penelitian menunjukkan bahwa tingkat keberlanjutan Kawasan Ekosistem Mangrove Surabaya belum merata pada setiap kelurahan dan dimensi. Berdasarkan hasil rekapitulasi indikator prioritas, Dukuh Sutorejo memiliki kebutuhan pengelolaan paling tinggi dengan 9 indikator prioritas, diikuti Sukolilo Baru sebanyak 8 indikator, Kalisari 7 indikator, dan Kejawan Putih Tambak 1 indikator, sedangkan Keputih tidak memiliki indikator prioritas utama. Arahan pengelolaan dirumuskan secara berbeda, sesuai dengan kondisi eksisting tiap kelurahan. Arahan meliputi penguatan akses dan infrastruktur secara sederhana, kelembagaan lokal, pemantauan kawasan, partisipasi masyarakat, pemanfaatan ekonomi berbasis mangrove, serta perlindungan fungsi ekologis kawasan. Hasil penelitian ini diharapkan dapat menjadi masukan dalam pengelolaan mangrove perkotaan yang lebih terarah, kontekstual, dan berkelanjutan.

The Surabaya Mangrove Ecosystem Area plays an important role in maintaining coastal ecological functions while supporting the social and economic activities of surrounding communities. However, its management still faces challenges, including limited accessibility, suboptimal community participation, weak institutional capacity, and uneven economic utilization of mangrove resources across urban villages. This study aims to formulate sustainable management directions for the Surabaya Mangrove Ecosystem Area based on ecological, social, economic, institutional, technological, and infrastructural conditions. A mixed-method approach was employed, including scoring analysis, RAPFISH based on Multidimensional Scaling (MDS), leverage analysis, Monte Carlo analysis, and content analysis. The results indicate that sustainability levels vary across urban villages and dimensions. Based on the recapitulation of priority indicators, Dukuh Sutorejo has the greatest management needs with nine priority indicators, followed by Sukolilo Baru (eight), Kalisari (seven), and Kejawan Putih Tambak (one), while Keputih has no priority indicators requiring immediate intervention. The proposed management directions include improving accessibility, strengthening local institutions, enhancing area monitoring and community participation, promoting mangrove-based economic utilization, and protecting ecological functions according to the specific conditions of each urban village. These findings provide a reference for more contextual, targeted, and sustainable urban mangrove management.
