Abstract
Banjir rob yang terjadi secara berulang di kawasan pesisir Kecamatan Sedati, Kabupaten Sidoarjo, telah mendorong masyarakat mengembangkan berbagai bentuk adaptasi dalam kehidupan sehari-hari. Namun, pengalaman beradaptasi tidak selalu mencerminkan tingginya resiliensi sosial. Penelitian ini memandang resiliensi sosial sebagai kemampuan masyarakat dalam mempertahankan fungsi sosial, beradaptasi, dan merespons gangguan melalui keseimbangan antara kapasitas sosial yang dimiliki dan tingkat kerentanan yang dihadapi. Oleh karena itu, penelitian ini bertujuan mengidentifikasi kondisi resiliensi sosial masyarakat pesisir, mengukur tingkat resiliensi sosial secara kuantitatif, serta merumuskan arahan peningkatan resiliensi sosial dalam menghadapi banjir rob. Penelitian menggunakan pendekatan kuantitatif deskriptif dengan desain cross-sectional terhadap 123 rumah tangga pada lima desa pesisir di Kecamatan Sedati. Kerangka pengukuran dikembangkan melalui modifikasi Climate Disaster Resilience Index (CDRI), Baseline Resilience Indiators (BRIC), Disaster Resilience Scorecard for Cities (UNDRR), Integrated Concept of Community Resilience (ICRR), serta instrumen CD-RISC dan MPSS agar sesuai dengan karakteristik masyarakat pesisir dan fokus penelitian pada dimensi sosial. Resiliensi direpresentasikan melalui empat variabel, yaitu kerentanan sosial, kesiapsiagaan sosial, modal sosial, dan kapasitas komunitas. Bobot indikator ditentukan menggunakan Analytical Hierarchy Process (AHP) berdasarkan penilaian enam pemangku kepentingan, sedangkan tingkat resiliensi dihitung melalui rasio antara indeks kapasitas sosial dan indeks kerentanan sosial. Hasil penelitian menunjukkan bahwa masyarakat telah memiliki pengetahuan lokal dan kemampuan adaptasi yang berkembang melalui pengalaman menghadapi banjir rob, tetapi kapasitas tersebut belum terinstitusionalisasi ke dalam sistem kesiapsiagaan, jejaring sosial, dan kelembagaan yang berkelanjutan. Kecamatan Sedati memperoleh indeks resiliensi sosial sebesar 0,77 yang termasuk kategori less resilience, dengan nilai indeks desa berkisar antara 0,74–0,80. Berdasarkan temuan tersebut, dirumuskan lima arahan peningkatan yang meliputi penguatan literasi kebencanaan lintas generasi, pengembangan sistem informasi dan peringatan dini rob berbasis komunitas, perluasan edukasi dan simulasi berbasis pengalaman lokal, penguatan jejaring sosial masyarakat, serta optimalisasi peran organisasi lokal dan tokoh masyarakat. Temuan ini menunjukkan bahwa peningkatan resiliensi sosial tidak cukup dilakukan melalui penguatan kapasitas adaptif masyarakat, tetapi juga memerlukan pengurangan faktor-faktor kerentanan serta penguatan sistem sosial dan kelembagaan yang mendukung adaptasi secara kolektif. Recurring tidal flooding (rob) in the coastal area of Sedati District, Sidoarjo Regency, has driven local communities to develop various forms of everyday adaptation. However, adaptive experience does not necessarily reflect high social resilience. This study conceptualizes social resilience as a community's ability to maintain social functions, adapt, and respond to disturbances through a balance between social capacity and vulnerability. Accordingly, this research aims to identify social resilience conditions, quantitatively measure social resilience, and formulate directions for improving resilience in facing tidal flooding The study employs a descriptive quantitative approach with a cross-sectional design involving 123 households across five coastal villages in Sedati District. The measurement framework was developed by modifying the Climate Disaster Resilience Index (CDRI), Baseline Resilience Indicators for Communities (BRIC), Disaster Resilience Scorecard for Cities (UNDRR), Integrated Concept of Community Resilience (ICCR), and the CD-RISC and MSPSS instruments, adapted to the characteristics of coastal communities and the study's focus on the social dimension. Resilience is represented through four variables: social vulnerability, social preparedness, social capital, and community capacity. Indicator weights were determined using the Analytical Hierarchy Process (AHP) based on assessments from six stakeholders, while the resilience level was calculated as the ratio between the social capacity index and the social vulnerability index. The results show that communities possess local knowledge and adaptive capacities developed through repeated experience with tidal flooding, but these capacities have not been institutionalized into sustainable preparedness systems, social networks, or formal institutions. Sedati District recorded a social resilience index of 0.77, categorized as "less resilient," with village-level indices ranging from 0.74–0.80. Based on these findings, five improvement directions are proposed: strengthening cross-generational disaster literacy, developing community-based tidal flood information and early-warning systems, expanding education and simulations grounded in local experience, strengthening social networks, and optimizing the role of local organizations and community leaders. These findings indicate that improving social resilience requires not only strengthening adaptive capacity but also reducing vulnerability and reinforcing social and institutional systems that support collective adaptation.
